Executive Summary
At the Town Council meeting on July 16, Council will receive a briefing on the proposed Encore project. We are planning to have approval considerations for the project on August 20 and September 3, 2019. If approved, the project would start construction in October. At the July 16 meeting, we plan to have a presentation from Kevin Tilson, Executive Director of the Downtown Development Authority (DDA); Dan Guimond, with Economic and Planning Systems (EPS) which conducted a financial analysis of the proposed project; and Tony DeSimone, owner, Confluence Co. the building/property owner for the proposed project. I will provide a general overview of the project and some outstanding items. We are seeking provide sufficient time for Council to review the various items of the project and receive responses to questions from the staff recommendation to proceed with this project.
