PUBLIC HEARING

 

Resolution for Crystal Valley Ranch Filing No. 18 Site Development Plan [Single-Family Detached Homes; Southeast of Crystal Valley Parkway and West Loop Road] (Town of Castle Rock Project SDP18-0060)

 

The Town Council will now consider a request for the approval of  Resolution for Crystal Valley Ranch Filing No. 18 Site Development Plan [Single-Family Detached Homes; Southeast of Crystal Valley Parkway and West Loop Road] (Town of Castle Rock Project SDP18-0060).

 

In order to afford all parties due process under law, the Town Council members must be fair and impartial in deciding whether this application should be approved, approved with conditions, or denied. In making that determination, each Councilmember must consider the record, which includes the planning commission recommendation, the staff recommendation, the applicant presentation, public comment presented during the hearing, and other written public comments offered before or during the hearing. Under law, Town Council must evaluate this proposal based solely upon the record and the criteria established under the Municipal Code, which are highlighted in the staff report.  

 

It is important that each Councilmember remain objective and capable of considering information offered into the record during this hearing.

Executive Summary

 

Planning Commission considered this proposal at a public hearing on October 10, 2019, and voted ____ to recommend ___ (Attachment C).

 

Crystal Valley Ranch is a master planned subdivision located in the southeast portion of the Town of Castle Rock and is zoned for 3,475 dwelling units.  To date, approximately 1,325 single-family residential lots have been platted and received certificates of occupancy.  There are no multi-family developments within Crystal Valley Ranch.  The subject property is zoned to allow up to four acres of commercial development and a maximum of 171 residential dwelling units, to include multi-family and single-family housing types. 

 

This Site Development Plan (SDP) proposes a new neighborhood of 90 single-family detached homes on approximately 25 acres (Attachment B, Exhibit 1).  Approximately three acres are designated as private open space.  A four-acre tract is set aside as a future neighborhood commercial site.  The homebuilder, Kauffman Homes, has designed this development to be age-restricted.

This proposal is in conformance with the approved Crystal Valley Ranch Planned Development (PD) zoning regulations and Town criteria.  All comments have been addressed through the review process.

 

Budget Impact

 

Development of the property will generate review and impact fees, along with use taxes for residential development.  Other ongoing costs of serving a new neighborhood, in terms of public infrastructure and services, will be comparable to other residential developments in Castle Rock.

 

Planning Commission Action

 

Planning Commission held a public hearing on October 10, 2019 to consider the proposed Site Development Plan.  ___ members of the public addressed the Commission.  The Planning Commission asked ______.  The Commission voted _____ to recommend approval of the SDP, as proposed (Attachment C).

 

Planning Commission Findings and Recommendation

 

Planning Commission found that the proposed site plan amendment

 

                     Supports the objectives and goals of the Town Vision and Comprehensive Master Plan,

                     Complies with the zoning requirements of the Crystal Valley Ranch PD Plan and Zoning Regulations,

                     Meets the review and approval criteria established in the Municipal Code, Chapter 17.38 Site Development Plan, and

                     Adequate water, wastewater, storm sewer and roadway infrastructure exists, or is proposed with the project to serve the development.

 

Proposed Motion

 

I move to approve the Resolution, as introduced by title.
