Executive Summary
Castle Rock Water is seeking Town Council approval of a resolution (Attachment A) for a spot water lease with the Botanic Gardens at Chatfield (Botanic Gardens). The Botanic Gardens utilizes an alluvial well connected to Deer Creek in Jefferson County to irrigate corn and pumpkin crops on their property, and given the drought situation this summer, they wish to lease some of the Town’s water to augment some of the irrigation water they used.
If Council approves this lease, a 4 acre-foot (AF) slug of water would be released from the Town’s Chatfield Reservoir storage account to cover the Botanic Gardens post-pumping depletions from their alluvial well. This release would occur between October 7 and October 31, 2020. The Town will assess a $300 per AF price for the water for a total lease fee of $1,200. The agreement will terminate at the end of 2020.
Budget Impact
If Council approves the agreement, Castle Rock Water would receive $1,200 in additional revenue in 2020. The revenue will be deposited into the Water Resources Fund Capital Leases account 211-4375-393.70-00.
