Resolution Approving a Task Order for Construction Administration and Inspection Services for the Plum Creek Parkway Widening & Roundabout Improvement Phase 1B Project

Executive Summary
The purpose of this memo is to request Town Council to approve a Resolution (Attachment A) awarding a task order (Exhibit 1) to the Town’s On-Call Engineering firm, Stanley Consultants, to provide construction administration and inspection services for the Plum Creek Parkway Widening Phase 1B project. The amount of the task order is $358,870 plus a 10% staff managed contingency in the amount of $36,630 for a total authorization of $395,500. and would be issued through current approved encumbrances held for the Plum Creek Parkway Widening project budget.
The proposed scope of work within this recommended task order includes full time construction inspection and part time project management support. The utilization of these services will help ensure construction of Plum Creek Parkway Widening Phase 1B is in accordance with contract documents, and will in turn be crucial for the delivery of this new asset (Plum Creek Parkway) to Town of Castle Rock residence and stakeholders.
Discussion
Plum Creek Parkway Widening & Roundabouts
The project will accomplish the addition of the two remaining lanes of the “master planned” four-lane Plum Creek Parkway as identified within the current adopted Transportation Master Plan. Not only will this project support the continued development in the South and East areas of town, but will improve access to the I-25/Plum Creek Parkway interchange from the Eastern areas of town.
The planned improvement is to take place in three phases (Attachment B). Phase 1A (currently underway) involves the construction of drainage improvements on the Western portions of the project. Phase 1B (beginning this spring) and Phase 2 (target 2021 construction) of the project will be the implementation of four lanes from Gilbert St. to Ridge Road including: two new roundabouts, drainage improvements, raised (hardscaped) median, sidewalk addition, improved pedestrian accesses and landscaping.
Phase 1A construction is nearing completion, while phase 1B construction begins in late March, 2020. The services proposed with this task order will be in support of phase 1B construction during the 2020 construction season (March through the end of the year), and will end after Phase 1B construction is complete.
Town staff solicited proposals for construction administration and inspection services from three of the Town’s on-call professional service firms. Of the three solicitations, two firms returned proposals. Staff evaluated the proposals under four criteria; fee proposal, firm’s experience, assigned personnel and project management approach. Stanley Consultants was selected for award recommendation as their proposed services and personnel present the greatest value to the Town.
The scope of work proposed within this task order include:
• Conducting regular construction coordination meetings with various stakeholders
• Schedule and perform construction inspection activities
• Traffic control inspection/reviews
• Submittal review (shop drawings, material certifications, etc.)
• Construction schedule review
• Track/document daily construction activities
• Produce as-built plans
• Verify contractor pay applications
• Prepare contract change orders
• Project documentation
• Assist with project utility coordination
Budget Impact
The funds required for the proposed task order are available within current fund balances. Combined unencumbered funds within accounts 135-3175-431.77-05 and 135-3175-431.78-82 total $443,278. It is proposed that the total Task Order amount of $395,500 be charged to the accounts as described below:
Account Number 135-3175-431.77-05 (Development Fees) Plum Creek Pkwy Widening in the amount of $297,862 plus a Town managed contingency of 10% for a total cost of $328,000.
Account number 135-3175-431.78-82 (Development Fees) Gilbert St. and Eaton St. Roundabouts in the amount of $61,007 plus a Town managed contingency of 11% for a total cost of $67,500
Total encumbrance of funds proposed to execute the task order is $395,500
Staff Recommendation
Staff recommends the Town Council approve the Resolution as introduced by title. The formal recommendation from the Public Works Commission will be provided during the staff presentation.
