Executive Summary
Each year, Town Council reviews requests from organizations for funding their operations and/or special events and services for the Castle Rock community.
Council heard presentations from these organizations at the September 3 meeting, at which time the amounts of the organizations’ requests and proposed services were detailed.
Staff has prepared service contracts to provide for the funding and services as requested, which are attached in subsequent agenda memos. A summary of the funding requests is below; Two of the organizations are requesting a funding increase for 2020, which will be accommodated through a future budget amendment, and the remainder are requesting the same funding level as last year.
Council is being asked to determine the funding amounts - and corresponding service levels - for these 2020 contracts.

Services through the Douglas County Housing Partnership and Douglas County Youth Initiative are provided through intergovernmental agreements (IGAs) that remain in effect until discontinued. Unless Council directs staff to pursue any changes to those IGAs, the funding and services for those organizations will be administered as requested in 2020.
Services through the Downtown Development Authority are provided through an annual IGA, which will be brought to Council for consideration later in 2019, once assessed valuations are finalized, as the amount of that contract is based upon valuations.
Financial Impact
If Council approves all of the organizations’ requests as presented, the total 2020 Budget impact of the service contract program would be $824,606 - $444,270 within the General Fund-Town Council budget, $210,086 within the Economic Development Fund, $109,750 within the Philip S. Miller Fund and $60,000 within the Transportation Fund.
