The Ordinance was approved on first reading on September 3, 2019 by a vote of 7 to 0 with no changes.

 

Executive Summary

 

Town staff provided an overview of the Proposed 2020 Budget to Town Council and the community at the August 20, 2019 Council budget work session.  At this meeting, an overview of strategic budget priorities was addressed along with a review of departmental requests and emerging issues that affect long term planning for Castle Rock.  Additionally, individual meetings occurred between the Town Manager and Council members to review budget requests as included in the Proposed 2020 Budget as presented on August 20, 2019.

 

The Proposed 2020 Budget includes requested changes to the scheduled phased increase of impact fees that was approved in 2018.  More information regarding the proposed impact fee ordinance is available in Attachment A.  Castle Rock Water will be presenting proposed rates and fees for Council consideration at tonight’s meeting.  Additionally, increases to existing service contracts are not included in the 2020 Budget.  Staff will ensure that actual service contract amounts, including any Council approved increases, are accommodated within the 2020 Budget.

 

On June 11, 2019, Town staff held an open house to discuss Proposed 2020 Budget considerations with Castle Rock citizens.  Ten people attended the budget open house and a total of eight comments were received.  Positive feedback regarding transparency and presentation of Town financial information was received along with comments emphasizing planning for growth in the community including related transportation and water infrastructure needs. 

 

The Proposed 2020 Budget is being presented tonight on first reading, with second and final reading planned at the September 17, 2019 Town Council meeting.  Public hearings/public input on the proposed budget will be conducted at both meetings.  Readings of a resolution approving the 2020-2024 Balanced Financial Plan, a resolution approving the 2020-2024 Five-year Capital Improvement Plan, and first reading of an ordinance levying general property taxes for the year 2019, for 2020 collection, are also planned for the September 17, 2019 meeting. 

 

Attached to this memo are the ordinance to adopt the budget (Attachment B), the 2020 Budget Message (Attachment C), which provides an explanation and summary of the proposed budget and major issues, and the presentation slides used in tonight’s presentation (Attachment D).  The complete Proposed 2020 Budget, along with revenue and expenditure detail and a budget-in-brief document, is available on the Town’s website at CRgov.com/2020Budget.
