Update: Election District Designation for Annexed Properties

Executive Summary

 

Castle Rock Municipal Code Section 2.01.100 (C) states  “…. In addition, upon the annexation of territory into the Town, the Election Commission shall determine into which district such territory shall be included; provided, however, that no such determination shall be made within the one hundred twenty (120) days before a regular Town election.”

 

There have been four annexations that have occurred since the last election; therefore, the Election Commission met to determine their Election District. Please note: There will be no voters for the 2024 Election, and the estimated voters represent the number anticipated at build out. Attachment A is a map showing the four annexed properties:

Canyons Far South - 409.008 acres - Approved by Town Council March 7, 2023 (est 450 voters)

Alexander Way - 73.76 acres - Approved by Town Council November 21, 2023 (est 173 voters)

Crowfoot Valley Road - 5.31 acres - Approved by Town Council November 21, 2023 (0 voters)

Tower Open Space - 3.76 acres - Approved by Town Council February 6, 2024 (0 voters)

 

On April 9, 2024; the Election Commission consisting of Chair Sherry Viani, Vice-Chair Jessica Kallweit, Commissioners Leslie Polson and Rosalyn Bellis (Jean-Noel Gerby had an excused absence) met to determine the election districts with the assistance of Drew Anderson, GIS Specialist.

 

Attachment B is a map showing the updated Election District Map.

 

If there are additional annexations that are finalized prior to July 8, 2024 per Code; the Election Commission will meet to determine their Election District.

 

The Douglas County Elections office provided the current number of registered voters (active and inactive) in each election district that was used by the Election Commission for their determination.

The next full review by the Election Commission of the election district boundaries will occur in 2027 per Castle Rock Town Charter Section 4-5 (a) states “The Town is hereby divided into six districts, the boundaries of which shall be established and changed by the Election Commission as provided in this Charter. Districts shall be reviewed by the Election Commission in 2015, 2021 and every six years thereafter to determine if an adjustment in district boundaries is required in order to meet the requirements of subsection (b).”
