Mayor Gray provided the Invocation.

COUNCIL COMMENTS  
Mayor Gray reminded us that there are people going through alot of stuff.  
Councilmember Hollingshead thanked staff that puts out the Outlook magazine.  
Nice highlight of our public safety.  
Councilmember Cavey would like to revisit the topic that Castle Rock is not a  
sanctuary city; and feels since we are Home Rule, in good faith we should be able  
to take a vote. She doesn't feel we need a Resolution, just a vote that they all  
agree and stand united.  
Mayor Gray asked if this would come back with a resolution next meeting.  
Corliss stated it usually means saying we are not a sanctuary city, we are not  
doing that, but are cooperating with federal immigration officials and not doing  
anything to encourage illegal migration into the city. We have a statement on our  
website, and this is a statement from the dais.  
Councilmember Dietz said we are stating that we are not a sanctuary city.  
Councilmember Brooks stated we have the language on our website so it is clear,  
but likes the idea that the elected officials take a vote and feels it is fair that it  
shows where we stand.  
Councilmember Bracken stated we can make a vote saying we aren't doing  
anything and showing a united front.  
Councilmember Hollingshead knows there is a concern but has never voted on  
anything stating to not do something. We are voting to keep doing the same thing,  
but we have a country that can't solve this problem. He feels making a political  
statement doesn't change anything. He doesn't want to vote because it is silly, but  
will agree.  
Councilmember Dietz says a unanimous vote shows unity if we need to take  
action later.  
Mayor Gray sees both sides. It doesn't change our policy. We don't have services  
so we can't serve that population. He agrees that we are in alignment, but it  
doesn't change anything and that's fine.  
Councilmember Bracken states we can vote if it makes people feel better.  
Councilmember Hollingshead doesn't want to take action if we don't have to.  
The vote was taken.  
Councilmember Brooks referenced emails Council has been receiving about the  
Rock Church. He wanted to let the citizens know that the Town has not received  
any application for any proposal from the church. If an application is received, it  
first goes to the Planning Commission and the process takes numerous months if  
it makes it out of the Planning Commission.  
Mayor Gray stated it may never come to Council, but they are welcome to have  
meetings to discuss it.  
Moved by Councilmember Cavey, seconded by Councilmember Dietz, to state the  
Town Council agrees and is united that the Town of Castle Rock is not a sanctuary  
city. The motion passed by a vote of:

Welcome: Town of Castle Rock Welcomes the Veterans of Foreign  
Wars (VFW) Post 12230  
Mayor Gray welcomed the VFP Post 12230, read the Proclamation into the record,  
and presented the Proclamation.  
Councilmember Dietz, stated he is also a member of the VFW and welcomed  
them. The Post will officially called the Max Donahue post to honor Donahue who  
was killed in action in Afghanistan..  
Proclamation: Mayor’s Challenge Supporting April as Water  
Conservation Month (For Presentation - Approved on March 19, 2024, by a  
vote 6-0)  
Mayor Gray read the proclamation into the record.  
UNSCHEDULED PUBLIC APPEARANCES  
Citizens that addressed Council:  
Dana Bonham thanked Council for their vote and referenced Laken Riley's murder  
and the issue with our border with over 40,000 that have arrived in Denver. She  
stated citizens are now voting on issues not on people; and they are looking at  
Council and how they are voting. They want people that will stand for what issues  
their constituents care about. We need to empower our Police department if we  
are faced with illegal immigrants.  
Hunter Burns, filmmaker with Castle Rock Arts and Alliance and feels Castle Rock  
needs to be part of SCFD. Their film festival benefits our veterans. It allows us to  
bring artistic services to Castle Rock, and people go elsewhere for entertainment  
and culture. The film festival is next week.  
Park is a retired Douglas County school teacher. They can only propose this on  
the ballot every 12 years. She outlined the benefits to the schools if we belong to  
the SCFD.  
Tamara Anderson, retired school teacher, worked for an SCFD school and she  
outlined the benefits that school received.  
Randy Reed read a statement about SCFD and that Castle Rock is a full service  
community and feels it would be a favorable benefit to the Town. Reed feels it is  
best to leave the decision to the citizens of Castle Rock to seek the will and  
desires of the community and urges Council to place this item on the ballot.  
Patty Handby is not a resident but stated she worked for the library for 30 years;  
and the library had art that was appreciated by citizens. She asked Council to put  
the item on the ballot and let the citizens decide. We have beautiful trails, and we  
see it in paintings and sculptures.  
KC Neel encouraged Council to put SCFD on the ballot for three reasons: kids,  
economic development, democratic process and reminded Council it is not just  
culture and arts, it is also science. Our schools can't provide programming SCFD  
schools can. We already are paying for SCFD when we shop outside of Town but  
aren't receiving any benefits. The citizens haven't been able to vote on this for 25  
years and it won't cost the Town anything.  
Mo agrees and talked about the young adults in Castle Rock and what can we do  
to attract young adults to live here. Mo likes Cavey's idea of voting on the  
sanctuary city item even if a decision isn't made, because it instills a thought or  
idea. We say the Pledge of Allegiance to reaffirm what it means. That does mean  
something to the residents and holds everyone accountable.  
Yolanda thanked Council for all they have done for us and complimented the  
Town. She is grateful the Commissioners voted that the entire County is  
non-Sanctuary. She would like to see a formal document to state that the Town is  
not a sanctuary city.  
TOWN MANAGER'S REPORT  
Update: Calendar Reminders  
David Corliss, Town Manager, summarized upcoming events and meetings.  
Update: Legislative Update  
Kristin Read, Assistant Town Manager, presented an update on staff  
recommendations for opposing some legislation. May 8 is the final date of the  
session.  
Councilmember Brooks feels we should explain why we are taking a position to  
educate legislators as it may be helpful.  
Councilmember Cavey inquired about HB1007 regarding residential occupancy  
limits allowing more people to live in a residence, and that our code currently limits  
to 5 unrelated persons.  
Corliss stated there could possibly be a legal challenge on Home Rule authority.  
Mike Hyman, Town Attorney, won't have a suit until we are actually enforcing our  
Code and feels we have a good argument based on our Home Rule authority.  
Cavey wants to be on the ready if we are faced with the situation and appreciates  
that we are going to follow what we already have in place in our Code.  
Mayor Gray stated most Mayors feel that the state shouldn't set the rules for our  
Towns or Cities.  
Councilmember Brooks stated there will be a flurry of things that come through the  
final 10 days and asked Kristin to provide updates to Council as they develop.

communicate the positions to the Town's legislative delegation, CML and others..

Tara Vargish, Director of Development Services, provided an update on 2023

Mark Marlowe, Director of Castle Rock Water, stated the manual is critical to  
water conservation. It is reviewed annually. They want to reduce non-functional  
turf, reduce the use of outdoor water for irrigation and the peak demand in the  
summer, and encourage Coloradoscape. They are partnering with CSU students  
to plant a demonstration garden.
