Approval of Meeting Minutes  
Public Safety Commission meeting minutes - October 3, 2024  
Ms. Van Court moved to approve the October 3, 2024 minutes. Mr. Dzuibla

PS 2024-031 CRFD September Report

On October 11th, CRFD received great support during Firefighter  
Koldeway’s funeral. The district was covered by multiple surrounding  
jurisdictions during this time. Their assistance was much appreciated by  
the department and the Koldeway family.

Based on the elections results of November 5th, the fire department is  
beginning to establish timelines for hiring. This recruitment will include  
candidates for a new recruit academy and a lateral academy.  
Station 155 will be receiving the new medic unit in June 2025. The unit it is  
replacing is a reserve and will continue to be used until a new one has  
arrived.  
CRFD will hire for ten (10) positions in 2025 to include, one (1) emergency  
vehicle technician and firefighters to staff the 4th medic unit.

The budget focus in 2025 is on positions; moving Fire and Life  
Educator position to 30+/hrs.

Added to the Consent agenda - replacement of a Quint that was purchased  
in 2012. These apparatuses have a have a 15-year replacement cycle.  
CRFD has a new one on reserve with a delivery date in 2028. The  
department is paying cash up front to secure the best pricing. If the vendor  
does not meet the contracted delivery date, there will be no cost for the  
truck.

The Town has entered into an agreement with an Emergency Manager  
contractor to develop a COOP (Continuity of Operations) for the Town  
Commission Member Dzuibla inquired about the new special operations  
vehicle that was put into service recently. Chief Croom explained that  
equipment for water rescues, confined space rescues, vehicle rescues,  
etc. was previously stored in a trailer that would have to be brought to a  
scene. This new vehicle, which is a box-style truck, holds all equipment  
needed for different tactical type rescues creating ease and efficiency  
when these tools are needed.

Commission Member Dzuibla asked for a definition of “owner’s rep” as it  
pertains to Station 156. Chief Croom explained the Town retains an  
“Owner’s Representative” or a company that manages the construction  
process and acts in the Town’s best interest.  
Commission members congratulated CRFD Administrative Assistant,  
Debbie Stanley, on 20 years of service with the Town of Castle Rock and  
CRFD.

CRPD is in an active recruitment and hiring process. There are  
approximately fifty (50) candidates going to Oral Board interviews  
November 11th - 13th. The Oral Board is comprised of Commanders,  
Master Police Officers and departmental representation.  
Promotional processes are underway for Corporal and Sergeant; these  
processes will take until to the end of the year to complete. Each  
promotional position will have a start date in early 2025.

Chief Cauley is currently conducting his annual 1:1 meetings with each  
staff member of the department.  
Commission Member Hammelman asked if the promotional processes at  
CRPD are internal only. Chief Cauley replied they are. As long as he has  
been Chief at CRPD, there has not been a reason to go outside the  
department to fill promotional opportunities, as a department’s future  
leaders should be inside organization.

Chief Cauley attended the annual IACP Conference in Boston in October.  
He gave a presentation on Policing Culture with approximately 400 law  
enforcement professionals in attendance.  
Commission Member Dzuibla inquired about any issues within the  
department as a result of the officer involved shooting in October? Chief  
Cauley answered there have not been any issued and that the 18th Judicial  
District is conducting the investigation. Officers who were directly involved  
were placed on 80 hours of paid administrative leave and officers who  
were not directly involved, but responded to the call, were placed on 40  
hours of paid administrative leave. All officers have now reintegrated to full  
duty. Commanders handled the schedule and made staffing adjustments  
accordingly while officers were on leave.

Per Colorado law, law enforcement agencies in the 18th  
Judicial District pool resources through a Critical Incident  
Response Team to investigate the incidents, and the  
District Attorney’s Office determines whether the use of  
force was lawful or criminal. The district attorney posts the  
written report on its website or, if it does not have a website,  
makes it available to the public upon request. No law  
enforcement agencies are allowed to investigate their own  
officer involved shooting incidents.

The Chief added that violence toward police officers has increased  
exponentially over the years.  
Property crimes have decreased between 2023 and 2024 - all due to good  
work and methods used by officers, the real time crime  
center/LPRs/cameras/technology and training

With the approaching holiday season, a reminder to lock your vehicles at  
all times. Especially while out shopping or leaving your car in any public  
lot. Thefts from motor vehicles are crimes of opportunity.  
Commission Member Van Court asked about some recent scams/fraud  
directed toward the senior population. Chief Cauley replied even though  
they are sporadic, the loss can be high. Family members should check on  
their senior family members regularly.

Commission Member Dzuibla asked if vehicle stops with drugs are  
primarily coming from the highway? Chief Cauley stated “yes, and no”,  
people with large quantities of drugs are also committing other types of  
crime in the community and some are linked to organized retail crime, etc.

Commission Member Hammelman inquired about the memorial for former  
Commission Member MacBrayne. Chief Croom advised that once it has been  
assigned to a Council Agenda, we will move forward with a formal recognition of  
his service to the Public Safety Commission.
