Approval of the Minutes  
Dana Frazee motioned and Inger Hiller seconded the approval of the minutes; the  
motion passed unanimously. Member Katie Klossner was not present during the  
approval of the minutes.

DISCUSSION ITEMS  
Discussion/Direction: Enhancing the Existing Art Installation, And  
The Wheels Go Round  
Parks Planner Matt Roth of the Parks and Recreation Department met with  
commission members to brainstorm potential enhancements for the area  
surrounding the sculpture And The Wheels Go Round, located between Festival  
Park and Town Hall. This initiative aligns with the Town of Castle Rock’s Public Art  
Strategic Plan, which prioritizes enhancing existing art installations with features  
like landscaping, seating, lighting, and pathways to create more immersive and  
inviting displays. The 2025 budget includes $3,000 from the Lodging Tax Fund to  
support this effort. Members discussed options such as adding benches and rock  
tables, slightly relocating the sculpture for greater visibility, and using crushed  
gravel to align with Encore Plaza aesthetics and Downtown Design Standards.  
Matt kindly offered to assist with a few rough designs and obtaining some cost  
estimates for materials to begin planning next steps.  
Discussion/Direction: Big Drive Location Selection  
The subcommittee consisting of Ken Greenberg and Inger Hiller presented their  
research on potential locations for the proposed sculpture series Big Drive, initially  
planned for the vacant lot at the Wolfensberger and Wilcox intersection. Alternative  
sites included the right-of-way east of East Plum Creek Parkway near the I-25 exit,  
the right-of-way east of Perry Street across from the library, and the intersection of  
Allen Way and Founders Parkway at Metzler Family Open Space. After  
discussion, members agreed the preferred location is Metzler Family Open  
Space, with Perry Street as a secondary option. Staff were directed to seek  
internally staff approval for the chosen location, prior to seeking Town Council  
approval.  
"I move to select the northeast intersection of Founders Parkway and East Allen  
Street in Metzler Family Open Space as the proposed installation location for the  
proposed sculpture series, Big Drive."

Discussion/Direction: Temporary Art Installations at Wolfensberger and  
Wilcox Intersection  
The subcommittee, comprised of Jen Perry and Katie Gasper, presented ideas for  
temporary art installations at the vacant lot at the Wolfensberger and Wilcox  
intersection. Proposed options included billboards or signs, LED light art, textile  
art, and a moveable sculpture garden. The goal is to beautify this key traffic  
entrance to Downtown Castle Rock with temporary enhancements that can be  
relocated as needed. Jen shared that the subcommittee had consulted with Dave  
Corliss for feedback on the options, and following discussion, the group agreed to  
proceed with creating banner art. The subcommittee would proceed with  
researching banner options, gather pricing, and draft a call for art.  
Strategic Initiatives  
Staff Liaison Maia Yates provided the following updates for November:  
- Holiday Cards: The holiday card featuring artwork by Kate Neville from Colorado  
Early Colleges has been designed. Cards will be ordered and sold at the  
Recreation Center, Miller Activity Complex, and Cantril School. Members  
confirmed an order of 500 cards.  
- Grant Opportunities: Member Katie Klossner compiled a list of grant opportunities  
with various details in an organized spreadsheet, which the commission reviewed.  
No action was required during the meeting.  
- Public Art Grants: Chair Jen Perry and Maia presented initial ideas for the Public  
Art Grants to be administered by the Public Art Commission, potentially starting in  
2025. Proposed grant types could include program grants, project grants, and  
educational grants for teachers in local schools. Members discussed eligibility  
criteria, including whether schools in unincorporated Castle Rock should qualify,  
given the fact that they are eligible for SCFD funding support. Discussions will  
continue to solidify the program details, eligibility requirements, and application and  
jury processes and procedures.  
- Art Encounters Update: Maia shared updates from the Art Encounters Public  
Advisory Committee Meeting, including changes to stipend amounts, awards, and  
other program ideas. Stipends would be increasing from $1,000 to $1,200 for the  
2024-2025 program year. The People's and Kids' Choice Awards will also be  
removed since previous public participation was low.  
- Conservation and Maintenance: Maia provided updates on the planned  
conservation and maintenance of Tree of Wings to address significant paint fading  
and chipping. The maintenance will occur in 2025.
