A Resolution Approving the First Renewal of the Service Agreement Between  
the Town of Castle Rock and Colorado Barricade for 2024 Pavement  
Marking Maintenance  
As the pavement markings reach the end of their lifespan, they are replaced  
to maintain the visibility of the lines for the safety of all users within the  
transportation network. We also strive to select the right materials that offer  
the lowest total lifecycle cost.  
A motion made by Commissioner DiDomenico and seconded by Commissioner  
Patton to approve the Resolution Approving the First Renewal of the Service  
Agreement Between the Town of Castle Rock and Colorado Barricade for 2024

Resolution Approving a Management Agreement Between the Town of  
Castle Rock and Dawson Trails Metropolitan District No. 1 for Construction  
Management of Dawson Trails Boulevard (West Frontage Road) Project  
The Dawson Trails development will start constructing improvements along  
the future corridor of Dawson Trails Blvd. during the timeframe that Dawson  
Trails Blvd. construction will need to begin for CVI. With this construction  
occurring simultaneously it was recognized that efficiencies can be gained by  
having a coordinated effort to manage the adjacent projects and the Town  
project.  
The following questions were asked by the Commission:  
1. Does PW have the ability to choose the construction Management?  
a. For our typical Construction Management on projects we solicit  
proposals and evaluate them again the Request for Proposals  
and the project needs. In this case the District has selected the  
construction management company. Our agreement is with the  
Metro District; the construction management will be the  
company they have selected. The developer/District personnel,  
as well as the construction management company have been  
involved with the interchange project from basically the start of  
design in 2021, and has demonstrated great concern and  
interest in providing a quality project and development the Town  
and community can be proud of.  
2. What materials are they using for the roads?  
a. Typical, the curb will be concrete, and the pavement will be  
Asphalt Pavement.  
3. Is there going to be only 1 metro district?  
a. For the area where we are constructing Dawson Trails Blvd,  
there is only on Metro District - Dawson Trails Metropolitan  
District No. 1  
4. Any requirements to contribute dollars?  
a. The Metro District is contributing $50M to CVI, which includes  
the Town’s portion of Dawson Trails Blvd.  
5. Is there oversight on who can manage the debt?  
a. I’m not familiar to be able to speak of what the requirements of  
debt management is for a Metro District.  
6. What is the experience in giving CM over to another agency? And do  
you have faith in company?  
a. We have done an agreement like this with at least one other  
project. The Roundabout at Wilcox and South Street. The  
developer managed the project, Town did inspections and paid  
for the construction. That worked great, and this agreement is  
based off of what was developed for that project. The  
interaction and exposure I have had with the people associated  
with the District and construction management company  
through working with them on the interchange has been great. I  
have faith the partnership will be beneficial to the Town and the  
project.  
7. With the metro district has PW had any falls?  
a. The Dawson Trails Metro District is fairly new, there has not  
been any issue to date.  
A motion made by Commissioner Wood and seconded by Commissioner Fletcher to  
approve the Resolution Approving a Management Agreement Between the Town of  
Castle Rock and Dawson Trails Metropolitan District No. 1 for Construction  
Management of Dawson Trails Boulevard (West Frontage Road) Project. Motion  
passes 5-2.
