DISCUSSION ITEMS  
Strategic Initiatives  
Commission members and staff provided updates on the following strategic  
objectives:  
- Artist Mary Williams was present to help facilitate the proposal and installation of  
temporary art banners for the vacant lot at the Wolfensberger and Wilcox  
intersection. After discussion, it was determined to proceed with a series of  
temporary banners in sets of three. Members also considered whether or not the  
artwork should feature some type of message or be purely an aesthetic  
enhancement. Mary noted she'd take their feedback to provide an updated  
proposal for the next meeting prior to proceeding with reaching out to engineers  
and vendors to estimate the project cost and scope. Members also highlighted that  
the art would ideally be moved to a future location once/if roadway improvements  
are initiated.  
- The commission reviewed the Art Encounters selections, determined placement  
locations for the six rotating sculptures, and directed staff to place an art pedestal  
at Cantril School if possible.  
- The commission reviewed a proposal received for the request for photography  
services, and Dana Frazee motioned and Jen Perry seconded the selection of  
Twain Wilkins to provide photography of the public art collection throughout 2025.  
The motion passed 5-0, with member Ken Greenberg being absent during the  
vote.  
- The commission also discussed the potential of utilizing students in the AP  
Photography Class at Douglas County High School to help obtain additional photos  
as a capstone project during the 2025-2026 school year. Julisa Morris suggested  
having the students prioritize photography of the rotating sculpture program, as  
well as seasonal shots to complement Twain's work.  
- Julisa also suggested potentially moving the sculpture Sweet Tooth to an HOA  
landscaped area in Encore Plaza, and Jen Perry suggested moving the bear art to  
where And The Wheels Go Round is currently installed to place the latter in the  
HOA spot. The HOA of Encore had previously considered putting some artwork in  
this area, so brainstorming continued. The commission directed staff to assess if  
Sweet Tooth would fit in either spot so a decision could be made at a future  
meeting.  
- Staff provided the update that March social media outreach featured the story of  
Sweet Tooth, and the monthly newsletter update featured a link to a Livability  
Magazine article on a how art is shaping the Castle Rock community.  
- The commission reviewed Town staff feedback on the proposed art and culture  
grant program, which will hopefully be approved by Town Council in May.  
- The commission decided to host their May meeting remotely since a high  
number of members would need to call in due to being out of state.
