The Public Safety Commission meets monthly at the Town of Castle Rock Fire Headquarters or Police Department.

Public Safety Commission Meeting Minutes August 1, 2024  
Mr. Morton moved to approve the August 1, 2024 minutes. Mr. Dziubla seconded the  
motion; the motion carried.

Fire Department Report  
PS 2024-025 CRFD July Report  
Brief update from Chief Croom on a semi-fire that was in progress at the start of  
the meeting at Schmidt Construction in Castle Rock.  
The goats have been grazing in the Woodlands and are expected to be done by  
mid-September.  
A Type 3 brush truck has been deployed to Stanley, ID for a 104,000-acre wildfire  
caused by a lightning strike.  
Staffing Update:

Three (3) recruits are presently in the academy  
Employment offers have been extended to the Fire Prevention  
Officer and Fire Plans Examiner candidates; anticipated start date  
in October

Active recruitment for Assistant Chief of Accreditation and  
Emergency Management  
Upcoming promotional process for Division Chief of Training will  
take place for the vacancy created by the promotion of Operations  
Chief Bersagel-Briese  
ColoradoScaping: Currently underway at Station 154; Station 153 has been  
completed.

New radio purchase to replace all portable radios  
Lifepack AEDs; all equipment will be outfitted with new units  
The Fire Department will be replacing electric prams and “stair chairs”. These  
devices allow an alternative position during evacuations rather than always placing  
patients in a supine position.  
Commission member Van Court asked about the percentage of transports that go  
to AdventHealth CR - Chief Croom advised that approximately 75% go to  
AdventHealth CR and 20-22% to Sky Ridge Medical Center in Lone Tree. CRFD  
does have the flexibility to transport patients to their desired healthcare facility  
within reason. Efforts are made to transport patients to the most suitable facility  
initially to prevent additional transports and impacts to patients and their families.  
Brief discussion concerning helicopter protocols - most often, a helicopter is used  
during mass casualty incidents or lengthy extrications which create a need to  
move the patient quickly based on their condition. Many times, an ambulance can  
reach a treatment facility faster than dispatching a helicopter.  
Police Department Report  
PS 2024-026 CRPD July Report  
Chief Cauley briefed commission members on the capabilities of the Flock Safety  
platform and how CRPD is using it to solve and eliminate crime.  
CRPD provided support during BMW Championship; also assisted with camera  
technology. Chief Cauley reported the event went very well.  
Touch a Truck on August 24th was a success; Commission Member Morton (who  
assisted during the event) reported it was well attended by the community.  
Commission Member Dziubla initiated a brief discussion on the use of Flock  
cameras by HOAs. Chief Cauley advised the Town does not subsidize camera  
purchases for HOAs. He went on to explain that HOAs can only redact license  
plates on their systems, but not locally or nationwide. Councilmember Cavey  
reminded the Commission that she is available to attend HOA meetings and  
answer questions on behalf of the Town.  
Commission members were interested to know if officers are seeing any signs of  
gang activity like what is being reported by the media in Aurora. Chief Cauley  
stated we are not seeing any significant activity in CR. CRPD continues to partner  
with members of the intelligence community to track trends and criminal activity;  
reacting to actual behaviors and not rumors.  
Commission member Knotts inquired about the department’s pursuit policy and  
the use of helicopters in police pursuits. Chief Cauley advised we have a  
restrictive pursuit policy and pursuit actions are based on a number of factors, as  
most pursuits end in crashes which hurt somebody, and that is never the intent.  
Nationally, pursuit policies are subjective and vary by department. CRPD  
continues Information sharing with other agencies and relies upon various  
technologies to track vehicles, such as Flock Safety, Starchase, and drones.  
CRPD does not have a helicopter in its fleet.  
New Business  
Chairperson Marsh addressed the open seat on the Commission. The seat can  
stay open until May or the Chiefs could make a selection from the alternate list  
from interviews that took place in May 2024. It was agreed upon by the  
Commission members to leave the seat open until May 2025. This matter was  
passed, by a vote, without objection (7-0).  
Commission member Hammelman made a suggestion to recognize Commission  
member MacBrayne, who passed away in July. Chief Croom advised the  
members that in 2007 a tree was planted and a dedication plaque was laid at  
Station 153 in remembrance of another Public Safety Commission member who  
had passed away. The commission liked this recommendation; Chief Croom will  
inquire if one of the new plantings at Station 154 can be dedicated to Don, and a  
plaque placed in his honor.

seconded the motion. All were in favor.  
The meeting was adjourned at 3:51 p.m.  
The next Public Safety Commission meeting is scheduled for October 3, 2024 at  
3:00 p.m. at the Police Department.
