This meeting was called to order at 6:30 PM.

APPROVAL OF THE MINUTES  
Minutes: February 2026 Youth Commission Meeting  
"I move to approve the February meeting minutes as presented."  
Vice Chair Reynolds approved the motion. Treasurer Jackson seconded the motion.  
PUBLIC COMMENTS  
Douglas County High School Senior class president, Jesminda Richmond, came  
to the Youth Commission to provide an invitation to the Douglas County  
Showdown, being held on April 11 at 1:30 PM. At this event, high school seniors  
will be going to a senior resident center where there will a bracket-style  
showdown of games and competitions between the senior residents and the  
students. Jesminda came to the Commission with the hopes of building  
awareness and volunteers for the event.  
COUNCIL LIAISON COMMENTS  
The Youth Commission Liaison acknowledged the hard work and comradery of  
the Commission.  
YOUTH COMMISSION COORDINATOR COMMENTS  
The Youth Commission Coordinator, Becca Schnorr, announced that this will be  
her last meeting as she is resigning and moving back to her home state of Iowa.  
YOUTH COMMISSION MEMBER COMMENTS  
Youth Commissioner Turk discussed her scheduling conflict for the upcoming  
Douglas County Youth Commission Meet and Greet and that she is going to  
change schools for the following school year and will be able to represent  
Douglas County High School at that time.  
Vice Chair Reynolds highlighted Castle View High School’s Wish Week  
successes; emphasizing the youth's excitement to give and the unity that was  
displayed.  
Chairman George briefly discussed upcoming action items, emphasizing voting  
procedures for the upcoming Rising Star scholarship. It was also mentioned that  
the Town of Castle Rock Youth Commission application for the 2026-2027 school  
year is opening in April and updates to the Youth Commission bylaws will be  
needed.  
ACTION ITEMS  
DECA and Youth Commission Spikeball Fundraiser Tournament  
This Spikeball fundraiser between the Youth Commission and DECA will be held  
the evening of April 19 at the Miller Activity Center from 5 PM to 9 PM. Only those  
ages 14 and up can participate and the Youth Commission will donate food and  
beverages totaling no more than $300.00 to this event. Due to this donation, it  
has been requested that the Town of Castle Rock Youth Commission logo be  
used.  
“I move that the Youth Commission partner with DECA on the Spikeball Fundraiser  
at the MAC and authorize the use of up to $300 in Youth Commission funds for  
concessions to be provided free to participants while promoting Youth Commission  
outreach at the event.”  
Commissioner Agresti approved the motion. Chair George seconded the motion.  
Special Voting Procedures for the Rising Star Scholarship  
Chair George proposed updated voting procedures for the Rising Star  
Scholarship. These updates include requiring that all applicant names be  
redacted before reviewing submitted applications. Commissioners must review  
the applications prior to the Youth Commission meeting so they are prepared to  
discuss candidate merits during the meeting. Each commissioner is required to  
provide input at least once, and a roll call vote will be conducted to select the top  
four and, ultimately, the top two candidates for the scholarship.  
“I move to proceed with the special voting procedures as introduced by Chair  
George.”  
Chair George approved this motion. Vice-chair Reynolds seconded the motion.  
2026 Youth Commission Recruitment Process and Potential Bylaw Update  
Youth Commission recruitment will take place from April 1 through April 27. The  
recruitment interviews will be conducted by two current Youth Commission  
members, Chair George and Commissioner Turk, as well as Councilmember  
Dietz, and one Town staff member being present during the recruitment  
interviews.

"I move that the Youth Commission designate Commissioner Turk and Chair  
George to serve as representatives for participating in this year’s Youth  
Commission recruitment interviews.”  
Chair George approved this motion. Vice-chair Reynolds seconded this motion.  
Motion 2  
“I move that the Youth Commission adopt the potential bylaws update, to reflect  
that freshmen are not eligible to apply for appointment to the Youth Commission for  
the 2026/2027 school year and beyond.”  
Chair George approved this motion. Vice-chair Reynolds seconded this motion.

Outstanding Youth Leadership and Service in Castle Rock Award  
Chair George nominated Dani Buck, a junior at Douglas County High School who  
serves as Secretary of the Student Council. She was recognized as a  
hardworking member who has helped raise significant funds through her  
involvement. Genevieve Reynolds was also nominated for the Outstanding Youth  
Leadership and Service in Castle Rock award. Genevieve has completed over  
140 volunteer hours, and as a Girl Scout, Reynolds has participated in extensive  
volunteer work and is also involved in Teen Court.  
“I move to recognize the recipients Dani Buck and Genevieve Reynolds for  
outstanding youth leadership and service in the Town of Castle Rock.”  
Chair George approved this motion. Secretary James seconded this motion.
