PWC 2025-019 February 3, 2025 Public Works Commission Meeting Minutes  
A motion made by Commissioner Novak and seconded by Commissioner Gray to  
approve the minutes from March 3, 2025 meeting . Motion passes 5-0.  
Resolution recommending Town Council approve a Construction Contract  
with FNF Construction, Inc. for the Crowfoot Valley Road Widening Project  
Crowfoot Valley Road Widening Project improvements include road widening to  
accommodate 4-through lanes and turn lanes, signal construction at Sapphire  
Pointe Boulevard, on-street bike lanes, drainage improvements, and a new  
sidewalk along the corridor. The project also includes reconstruction of existing  
asphalt pavements that are in poor condition and rehabilitation of an existing  
sanitary sewer system.  
The following questions were asked by the Commission:  
1. Is the County doing construction at the same time?  
A. The County has projected that construction of a signal at the  
Crowfoot/Macanta intersection will be performed during the Town’s  
widening sometime late 2025.  
2. Have FNF worked with the Town before and have we worked with the other  
bidders? Why did we pick FNF?  
A. FNF has not performed work for the Town previously, but other bidders  
such as Elite Surface Infrastructure (ESI) have. Staff selected FNF’s  
bid as best value which included considerations for their overall cost,  
performance record in performing similar work, reference checks and  
firm capabilities/resources. When considering these items, FNF was  
considered highest value and well qualified to perform construction of  
the project.  
3. Where can the bids be found?  
A. Bids can be obtained by submitting a Open Records Request through  
the Town’s website, or by emailing Public Work’s staff directly.  
A motion made by Commissioner Wood and seconded by Commissioner Patton to  
approve the resolution recommending Town Council approve a Construction  
Contract with FNF Construction, Inc. for the Crowfoot Valley Road Widening Project.  
Motion passes 6-0.

Alfred Benesch & Company for Construction Management and Inspection  
Services for the Crowfoot Valley Road Widening Project  
Construction Management and Inspection Services for the Crowfoot Valley Road  
Widening Project. The proposed scope of work within this agreement includes full  
time construction inspection services and part time project management support.  
The utilization of these services will help ensure construction of the Project is in  
accordance with contract documents, and will in turn be crucial for delivering high  
value to the community.  
The following questions were asked by the Commission:  
1. Do we commonly use the same firm for both design and CM services on a  
given project?  
A. It is not common to award the CM Services agreement to the same  
firm as the design. In this case, Alfred Benesh’s proposal to provide CM  
and Inspection Services was determined best value for the Town,  
without consideration of their role during design.  
2. Will this complete this area?  
A. Yes. The improvements are projected to provide acceptable level of  
service as traffic volumes grow.  
3. Does Castle Pines have any plans to add another entrance / exit in the  
future?  
A. It is anticipated that a connection with Crowfoot will be made north east  
of the Town boundary, which will connect Crowfoot Valley Road with  
Hess to the North through City of Castle Pines area.  
4. Are there any additional traffic lights for this area?  
A. The project only includes a traffic light for the Fire Station and the  
intersection of Crowfoot Valley Road and Sapphire Pointe Boulevard.  
5. Will there be any traffic calming planned to control speeding when  
approaching Founders?  
A. The project includes traffic calming elements of raised medians and  
narrow travel lanes, that can have an affect to lower speeds on the  
roadway.  
A motion made by Commissioner Wood and seconded by Commissioner Patton to  
approve the resolution recommending Town Council approve a Service Agreement  
with Alfred Benesch & Company for Construction Management and Inspection  
Services for the Crowfoot Valley Road Widening Project. Motion passes 6-0.
