COUNCIL COMMENTS  
Mayor Gray expressed his wishes that everyone had a Happy Easter. He  
encouraged everyone to be kind.  
Councilmember Bracken stated he had neck surgery. He stated last week other  
members of his family faced health issues and asked to pray for his parents.  
Councilmember Davis stated May is Historic Preservation Month and reminded  
residents of the events that will be held and to remember people that got us where  
we are today.  
Councilmember Dietz stated people want to live here because we have a safe  
community. We need to keep up with the amenities needed. He encouraged  
people not to speed.  
Mayor Pro Tem Cavey stated it is important to take time with family.

Tyler Barnett is a Terrain resident and student. He supports a CDOT mobility hub  
for Bustang and passenger rail with pedestrian connections to neighborhoods.  
TOWN MANAGER'S REPORT  
Proposed Donation of Lost Canyon Ranch Diorama for Town Hall  
Display  
Jeff Brauer, Director of Parks and Open Space, presented the proposed donation.  
He announced they would be opening Lost Canyon to the public this summer.  
Marne Hansen, Executive Director and Zach Deegan, VP of the Board shared  
more of what they envision for the open space. One of Zach's students came up  
with the idea of creating a 3D map of Lost Canyon that they presented to Council  
tonight.

ADVERTISED PUBLIC HEARINGS & DISCUSSION ACTION ITEMS  
Resolution Approving the Directional Sign Plaza Agreement Between  
the Town of Castle Rock and City Wide Signs, LLC  
Tara Vargish, Director of Development Services, presented the item.  
Citizens that addressed Council:  
Aaron Foy, builder, supports this program, it is helpful for his business, and less  
clutter of alot of little signs all over town.  
Morgan Collin, HBA, has been working with staff and appreciates Council support.  
Mayor Pro Tem Cavey asked how many sign locations there will be. Vargish  
stated they are proposing up to 15 which will still be evaluated and they will update  
Town Council.  
Mayor Gray appreciates it can be re-evaluated in a year.

Approve Resolution RES 2026-046 as presented. The motion passed by a vote of:

Service Plan for Valley View Metropolitan District Nos. 1-3;

Rock and the Districts [location: approximately 409-acre Canyons Far  
South development, east of Founders Parkway, south of Crowfoot Valley  
Road, north of Crimson Sky Drive and west of Castle Oaks Drive]  
Mike Hyman, Town Attorney, presented the item.  
Mayor Pro Tem Cavey recalled that mill levies were capped at 60 mills. Hyman  
stated staff agreed to allow the max to be 70 mills because of this development.  
Corliss stated they also weighed that and the developer modified the site  
development plan to accommodate residents, which has increased their costs.  
They will get a completed park and changes to road and sidewalk improvements  
that are public improvements, but they are not extending the time.  
Cavey asked what the special assessments may be. Corliss stated it will be an  
assessment not a mill levy.  
District Council for the developer stated these assessments will not be paid by the  
end user. They will be paid by the builder.  
Councilmember Dietz confirmed the assessments do not affect the mill levy and  
asked if the assessments need to come to Council. Hyman stated that is between  
the developer and the builder.
