Mayor Gray provided the Invocation.

COUNCIL COMMENTS  
Mayor Gray stated the Town Attorney looked into the option of opting into the  
County's ordinance and a support for their lawsuit regarding local law  
enforcement working with federal agencies. A motion was made.  
Mayor Gray was honored to be invited to celebrate our oldest citizen's birthday.  
Councilmember Cavey thanked Commissioners for being proactive to create and  
ordinance and bring the lawsuit against the state regarding illegal immigrants.  
She also thanked them for their help and generosity in obtaining Lost Canyon  
Open Space.  
Councilmember Bracken stated it is expensive to maintain the Lost Canyon  
property and appreciates the Commissioners' contribution. Bracken announced  
there will be a service for Jay Weise on May 2 at 6pm who was a photographer  
and worked closely with the school.  
Councilmember Brooks was glad to see the Commissioners' unanimous support  
for the Lost Canyon acquisition.  
Councilmember Dietz wants to remind people to do the right thing.  
Mayor Pro Tem LaFleur thanked the Commissioners for their help in obtaining  
Lost Canyon open space.  
Moved by Mayor Gray, seconded by Mayor Pro Tem LaFleur, to opt into the County  
ordinance and lawsuit to enable law enforcement to work with Federal agencies in  
regards to illegal immigration. The motion passed by a vote of:

Citizens that addressed Council:  
Dana Bonham thanked Council for their support of the Commissioners ordinance  
and lawsuit. She referenced recent legislation that takes away from local control  
and affecting our freedoms.  
Marne Hanson with Parks and Trails Foundation read a statement from the board  
supporting the acquisition of Lost Canyon ranch.

Kristin Read, Assistant Town Manager, provided an update on current legislation.  
HB1007 on residential occupancy limits eliminating the cap the Town currently  
has of 5 unrelated persons living together passed effective July 1.  
Mayor Gray asked if staff could provide information on passed legislation, how it  
affects us, and anything that we can do.  
Councilmember Cavey discussed the ones that we are opposing. David Corliss,  
Town Manager, stated there may be some bills that we feel we have authority as  
Home Rule. Cavey also inquired about the assault weapon ban proposed.  
Councilmember Brooks feels the assault weapon ban will not pass the Senate;  
and there are organizations prepared to sue if it does pass.

Mike Hyman, Town Attorney, stated next Monday the US Supreme Court will hear  
a case regarding addressing Grants Pass homelessness and camping ban that  
involved civil fines.

Agreement between the Conservation Fund and the Town of Castle  
Rock for Lost Canyon Ranch [Location: 6581 Lost Canyon Ranch Road]  
David Corliss, Town Manager, and Jeff Smullen, Assistant Director of Parks and  
Recreation; provided an overview of the acquisition of Lost Canyon Ranch.  
Councilmember Brooks asked when residents would have access. Corliss feels it  
could be in about 18 months to fulfill all requirements and put in trails, parking,  
gates, restrooms, etc. Corliss feels there could be educational visits arranged.  
Councilmember Cavey wanted to reiterate that this property will always be  
protected from development. Corliss stated the conservation easement on the  
property, GOCO, and the County will ensure it is protected. Cavey confirmed that  
any trails that enter into existing development that would be coordinated and  
engage with those residents. Cavey inquired about ensuring we do not disturb  
endangered species. Corliss stated trails will be sensitive to those areas and  
appropriate barriers be installed.

participating entities.

Mark Marlowe, Director of Castle Rock Water, presented the item. This structure  
will also serve Box Elder water. Parker and Dominion water will have a pro-rata  
share of this. and projected to be complete summer of 2025. Staff and the  
Commission recommend approval.
