interested parties are encouraged to be present earlier than the posted time.  
The Public Safety Commission meets monthly at the Town of Castle Rock Fire & Rescue Headquarters or Police  
Department.

Mr. Dzuibla moved to approve the April 3, 2025 minutes. Ms. Van Court seconded  
the motion; the motion carried.

PS 2025-011 CRFD March Report

On Tuesday, April 29th, the 2024 CARES report measuring cardiac arrest save  
outcomes was released. CRFD has a 32.5% success rate compared to a national  
average of about 9% . CRFD’s “witnessed” cardiac save rate was 58% compared  
to the state of Colorado's rate of 36%. CRFD responded to 46 cardiac arrests in  
2024. Chief Croom stated the department’s high success rate is a result  
training and the equipment that is carried by staff.

Station 156 will be constructed across the street from the previously planned  
location due to flood plain issues. Staff anticipated a project delay of 90- 100  
days and expects a tentative opening in May of 2027. The original parcel still  
remains as town property and a future use will be determined.  
Staffing Update-

The lateral fire academy began yesterday, April 30th. These hires were  
made possible by Ballot Initiative 2a  
o
New hire (non-lateral) firefighters will begin the West Metro Fire  
academy this fall  
o
The department continues to fill vacancies due to retirements,  
separations, etc.

527 applications were received for the entry level recruitment  
Commission Member Morton asked how will movement of the pay  
range help with retention? Chief Croom replied that CRFD has the  
most generous pay band for entry level firefighters in the metro area  
and number 5 for top out in the metro area

PS 2025-012 CRPD March Report

Recap of the 2024 decrease in crime; this includes a 19% decrease in total  
property crimes, a 37% decrease in motor vehicle theft from 2023 to 2024, and  
a 41% decrease in car break-ins.

Citizens Police Academy just completed week 4. This is one of the police  
department's highest rated community engagement activities.  
Recruitment - CRPD will have three lateral officers begin employment on May  
19th. They have seven slots reserved at the Highlands Ranch Law Enforcement  
Training Facility for the July academy. Five of those slots have been secured  
by candidates who have successfully passed backgrounds and the recruitment  
staff is working to fill the other two positions.

The 2024 CRPD Awards Ceremony will be held on Saturday, May 17th at  
Canyons Church. The year’s ceremony will include 65 awards to staff and  
community members .  
Commission Member Dzuibla asked if motor vehicle thefts and thefts from  
vehicles occur in clusters or particular areas of town? Chief Cauley responded  
not necessarily. It is possible that several could occur during one night, but  
typically not night after night. Most vehicle break ins occur with unlocked cars.  
Technology used by staff and directed patrols remain excellent tools in finding  
people and vehicles.

Brief discussion regarding the success of camera technology.  
Discussion about elder scams and what resources are available. The 23rd  
Judicial District has excellent resources available to seniors, per Chief Cauley.

motion. All were in favor.  
The meeting adjourned at 3:50 p.m.  
The next Public Safety Comission meeting is scheduled for June 5, 2025 at 3:00  
p.m. at the Police Department.
