Mayor Gray reminded everyone that alot of children are struggling and to have  
patience and guidance for our younger generation.  
Councilmember Hollingshead thanked staff for the pavement maintenance  
program.  
Councilmember Dietz feels our future as a Republic is at risk due to  
misinformation and catering to the few and use of political lawfare and  
anti-semitism. Speak up against the lies with fair and reasonable dialogue.  
Mayor Pro Tem LaFluer recognized May as National Historic Preservation Month  
and to check out the activies at the Museum.

TOWN ATTORNEY’S REPORT  
Mike Hyman, Town Attorney, discussed the bill prohibiting firearms in sensitive  
areas. There is an exception to the bill they will request Council direction if they  
wish to permit exceptions to the Chambers and Town facilities. Council needs to  
act before the bill is in effect on July 1, 2024.

ADVERTISED PUBLIC HEARINGS & DISCUSSION ACTION ITEMS  
Discussion/Direction: Douglas County Bus Ordinance and Lawsuit  
Mike Hyman, Town Attorney, discussed legislation that limited contact with law  
enforcement working with federal authorities.  
Corliss stated that tax payers have standing.  
Councilmember Dietz confirmed that the taxpayer should contact the County  
Attorney to be part of the lawsuit.  
Councilmember Cavey stated four more counties have joined the lawsuit.

Staff to draft an IGA to allow the Sheriff to enforce the County's anti-busing  
ordinance within Town boundaries. The motion passed by a vote of:

Staff draft a Resolution expressing the Town's support and approval of the County's  
challenge to the validity of the State immigration legislation. The motion passed by

Discussion/Direction: Castle Rock Small Urbanized Area Direct  
Recipient Study  
Dan Sailer, Director of Public Works, provided an update.  
Councilmember Cavey feels we should be cautious of strings attached.  
Sailer shared the County is doing multi-modal study and we will provide feedback.  
CDOT is undertaking a mobility hub study and looking at three sites at  
Wolfensberger and I-25, Brickyard area, and Pine Canyon.  
Cavey does not support as it opens the door stating we have mass transit in  
relation to the legislation, and opens the door to mass transit that could bring  
illegal immigrants.  
Dietz feels we should have discussion with the consultant and doesn't want to see  
us becoming a transportation hub, drug and sex trafficking hub.  
Brooks feels we should have the conversation, but connectivity within Castle  
Rock is needed.  
Corliss stated County may have some interest and should be included in the  
conversation.  
They are working to develop service plans for passenger rail from Ft. Collins to  
Pueblo and share rail with BNSF and/or UP rail lines.  
Cavey asked if we would be responsible if the rail stops here. Corliss stated only  
if we agree to be a location on the line. Cavey asked if this would be a state-wide  
ballot measure. Corliss stated they would set up the district boundary and we  
would be in it.  
Resolution Approving a Construction and Maintenance Agreement  
and Easement Agreement with the BNSF Railway Company and the  
Town of Castle Rock for the Crystal Valley Parkway Overpass

complete by 2027.
