COUNCIL COMMENTS  
Mayor Gray reminded everyone that Memorial Day is Monday to honor those that  
gave their lives for our Country. He also commented on the fatal accident on I-25  
last week and the impact on the traffic. We lost a life and people's lives were  
changed forever.  
Councilmember Hollingshead welcomed the Boy Scouts in the audience today.  
He congratulated all the high school seniors on graduations this week.  
Councilmember Bracken also congratulated all the seniors. This is the season  
where there is a lot of roadwork this time of year and asked everyone to be patient.  
Councilmember Davis prays for the families affected by the accident last week.  
The Highway Patrol had to shut down the road and we should show compassion  
for the life lost.  
Councilmember Brooks reiterated Memorial Day and that this is for those that  
made the ultimate sacrifice. Townhall will be closed and to enjoy the day with  
family.  
Councilmember Dietz asked people to remember those lost on Memorial Day.

Clark Hammelman, a Rotarian, gave a presentation on the Rotary Club. Over  
3,000 people attended the Ducky Derby last year and it is their largest fundraiser.  
They volunteer, raise funds, and give it all away to numerous organizations totaling  
over $250,000 from the last two years.  
Mayor Gray acknowledged all the work they do.

TOWN MANAGER'S REPORT  
David Corliss, Town Manager commented on the fatal accident north of Castle  
Rock where the State Patrol closed I-25 for about 4 hours. Dave offered his  
condolences to the family.  
Oren Bersagel-Briese, Deputy Chief of Operations, Fire Department, Dan Sailer,  
Director of Public Works, and Jack Cauley, Police Chief, were present to answer  
any questions.  
The closure resulted in vehicles exiting the highway diverting thousands of  
vehicles coming into the Town causing traffic issues on Town roads. Our  
emergency vehicles were still able to respond. The Town has been in contact with  
the State Patrol and CDOT and will participate in their After Action meeting on this  
event.  
Councilmember Dietz asked them to ensure to address how to handle wild fires.  
Oren Bersagel-Briese stated the Fire Department has plans in place for each  
zone in the Town that includes an evacuation plan.  
Councilmember Brooks looks forward to seeing the After Action report.  
Mayor Pro Tem Cavey acknowledged that Council received a lot of comments with  
many concerns if there was a wildfire or if this occurs and we have an emergency  
and can't get through. Comments also surrounded the amount of growth. She  
feels we owe the community a response and need to be proactive and keep up  
with growth.  
Councilmember Bracken noted the difference between the highway being shut  
down and fleeing the Town onto the highway.  
Jack Cauley, Police Chief, stated he has had conversations with the State Patrol  
and that we have a good relationship with them. He is confident the meeting will  
be productive.

Councilmember Bracken inquired about the impact of home rule.  
Lisa Anderson, Town Clerk, added the amendment is a reorganization of the code  
to make it easier to follow for the public and candidates with a changes in a couple  
deadlines to align with coordinated elections and to comply with legislative  
changes.

Ordinance Amending Section 13.15.080 of the Castle Rock Municipal

Mark Marlowe, Director of Castle Rock Water, presented Ordinance 2026-018,  
Resolution 2026-060 and Resolution 2026-061 together to be voted on separately.  
Mayor Pro Tem Cavey inquired about the different stages of drought and clarified  
the calculation is based on the daily supply divided by the daily demand. If it falls  
below 1, they have a higher demand than supply.  
Marlowe did clarify that they will not be shutting off splash pads in Stage 1 Drought.  
Councilmember Davis inquired if this impacts golf courses. Marlowe stated they  
have watering days as well, and they have specific impacts.  
Dave Hammelman is a resident and is on the Water Commission. He is also a  
member of the Board on his metro district. Both the Commission and the Board  
recommend approval.
