Public Safety Commission meeting minutes - Nov. 7, 2024  
Mr. Dziubla moved to approve the November 7, 2024 minutes. Mr. Morton seconded  
the motion; the motion carried.

Fire Department Report  
PS 2024-034 CRFD October Report

Commission members were emailed a copy of the Fire  
Department’s October report prior to today’s meeting.  
Deputy Chief Bersagel-Briese introduced himself and explained to  
Commission members that Chief Croom was out of town attending  
a conference in Oklahoma City.

Jeff Hood was selected to fill the Training Chief position, leaving an  
open position for Assistant Training Chief. The position has been  
posted internally.

The Accreditation manager position remains open. The department  
will be interviewing two candidates for this position, next week.  
With the passage of 2-A, the department is working to fill the  
approved positions starting with the EVT position.  
The three recruits that were hired to fill existing vacancies, will be  
graduating this month and will be online in mid-January.

Council has approved the purchase of a new ladder truck. The  
delivery cycle for this vehicle is three and half to four years.  
The Engine on order for Station 156 will be ready mid-2026. We will  
complete the final inspection of the new Brush truck for Station 156,  
next week.

Call volume is up significantly. We are up around 400 calls over last  
year.  
CPR save rates are way up this year. We have long been above the  
national average.  
Station 156 is now in the design phase. We expect to have  
conceptual and elevation plans by the end of the year and a  
construction RFP posted in January. The build is expected to take  
10 to 12 months. The floor plan will be similar to Station 152 with the  
exception of an added Fleet facility.

The Starlighting event went really well with no issues.  
Deputy Chief Bersagel-Briese was asked about Collapse 155.  
Collapse 155 is a special operations vehicle used for trench rescue,  
structural collapse, confined space and rope rescue operations. It is  
a large box truck that carries all the specialty equipment needed for  
these types of operations.

A question was asked about the number of medic units. The  
department has 5 medic units. Three are currently in operation. The  
department is working on fully staffing a 4th, leaving one as a  
reserve with another on order.  
Quick discussion on hiring. The department received 500  
applications the last time it hired. The department will take laterals  
but doesn’t acknowledge seniority from outside the department.  
Police Department Report

Commission members were emailed a copy of the Police  
Department’s October report prior to today’s meeting.  
Over 30,000 people attended the Starlighting event. The department added  
extra security procedures and operated a command center to monitor the  
crowds.

The Heroes and Helpers event will be held on the 14th. This program  
pairs needy families with Police Department members and  
volunteers to shop for Christmas gifts. This is always a satisfying  
event and is a great way for the department to interact with the  
community. How do the families get into the program? They can  
contact the department directly.  
There will be a lot of movement within the department in the next  
twelve months. Two members are getting promoted to sergeant  
which will leave corporal vacancies. We have one candidate who’s  
graduating from the academy next week and one candidate starting  
the academy of January. We also have a lateral hire from California  
who will be starting in February.  
December 15th marks the 65th anniversary of the Department. The  
organization was a Marshals office prior. Commemorative badges  
have been created to honor the anniversary.

The Patrol Officer who received a serious leg injury this summer, is  
now fully recovered and back on duty.

Quick discussion on camera and drone use.  
Quick discussion on agencies available to assist with helping first  
responders who are in crisis. Both Police and Fire use these  
organizations on a regular basis.

Mr. Dziubla recommended a rewording to the bylaws, Article 1 -  
Authorization. Staff will follow up.
