Resolution Approving a Construction Contract between the Town of Castle
Rock and Kraemer North America for the Crystal Valley Interchange Package
2 Project
The use of CM/GC provides the best construction services delivery method for this
complex project. By having the selected contractor be part of the design effort, the
design was able to incorporate their construction knowledge. It also increases their
understanding of the design package, which assists with minimizing potential
change orders during the construction phase. It also allows for a comprehensive
understanding of possible construction phasing options to assist with moving into
construction at the earliest possible date.
The following questions were asked by the Commission:
1. If the Town doesn’t receive the portion from Dawson Trails will the project
be delayed?
a. Yes, the only way the interchange can be fully opens (all on and off
ramps to I-25 accessible) is if the current West Frontage Road is
closed from Yucca Hills Drive to Tomah Rd. A new route to replace
the West Frontage Rd is required, that is Dawson Trails Blvd.
2. Kraemer how close were they to ICE estimate?
a. The initial Construction Agreed Price (CAP) was 7.8 percent
difference. Kraemer was higher than the ICE. The second CAP
submittal came in at 2.8% difference, with Kraemer higher. The
final CAP submittal came in at 1.4% difference, with Kreamer being
the higher. Our planned acceptable percent difference was 5%.
