Resolution Approving a Construction Contract for the 2024 Bridge
Rehabilitation Program
Maintaining the Town’s bridges is important for public safety, travel efficiency, and
as a means to extend the useable life of the bridge structure with the goal of
maintaining each asset to the lowest total cost.
The following questions were asked by the Commission:
1. When were the other two culverts repaired?
A. 2017
2. Does the Town have their own inspection program for bridges outside of
the CDOT inspection program?
A. No. The Town works in conjunction with CDOT and their
consultant.
3. Is there a rating system for the other bridges and how often are the bridges
rated?
A. Yes. 1-100. With 100 being a new bridge structure.
4. If there is a bridge outside of the Town’s budget, is there a program to ask
money from another source?
A. Yes. Grants are available through CDOT program.
5. Since this bridge is a truck route, do we handle this differently or do we see
more wear and tear?
A. As this is a truck route, more wear and tear are expected.
However, maintenance on this bridge remains the same.
6. Why didn’t we fix all of the culverts all at once?
A. Budget is the main factor.
7. How many bridges do we have in total and how many to we partner with
CR Water?
A. Currently, the Town maintains 33 bridges with 2 bridges in which
we partner with CR Water.

Resolution Approving a Construction Contract between the Town of Castle
Rock and Kraemer North America for the Crystal Valley Interchange Package
2 Project
The use of CM/GC provides the best construction services delivery method for this
complex project. By having the selected contractor be part of the design effort, the
design was able to incorporate their construction knowledge. It also increases their
understanding of the design package, which assists with minimizing potential
change orders during the construction phase. It also allows for a comprehensive
understanding of possible construction phasing options to assist with moving into
construction at the earliest possible date.
The following questions were asked by the Commission:
1. If the Town doesn’t receive the portion from Dawson Trails will the project
be delayed?
a. Yes, the only way the interchange can be fully opens (all on and off
ramps to I-25 accessible) is if the current West Frontage Road is
closed from Yucca Hills Drive to Tomah Rd. A new route to replace
the West Frontage Rd is required, that is Dawson Trails Blvd.
2. Kraemer how close were they to ICE estimate?
a. The initial Construction Agreed Price (CAP) was 7.8 percent
difference. Kraemer was higher than the ICE. The second CAP
submittal came in at 2.8% difference, with Kraemer higher. The
final CAP submittal came in at 1.4% difference, with Kreamer being
the higher. Our planned acceptable percent difference was 5%.
