The Public Safety Commission meets monthly at the Town of Castle Rock Fire & Rescue Headquarters or Police  
Department.

PS 2024-018 Public Safety Commission Meeting Minutes - June 6,  
Ms. Van Court moved to approve the June 6, 2024 minutes. Mr. Morton seconded  
the motion; the motion carried.

Commission members were emailed a copy of the Fire Department’s May  
report prior to today’s meeting.  
Stage 1 fire restrictions went into effect today; restrictions may change if/when  
we get moisture.  
Fireworks: There were nine (9) firework related fires on the 4th of July; nothing  
too major and there were no injuries. There have been two additional fires since  
the 4th of July.

Eight architectural firms responded to the RFP for the new Cobblestone Ranch  
fire station.

Two (2) firms SEH, Inc. and RS&H are scheduled to be  
interviewed.

Both firm’s fees are in the $700+k range for services.  
Staff anticipates choosing a firm and taking the agreement to  
Council on August 20th for approval.

The goats are back this summer for mitigation work; working approximately 134  
acres around town.  
650 goats can clear approximately 1.5 acres a day, of weeds and shrubs that  
pose a fire risk, along with noxious weeds that are toxic to other types of  
animals.

Commission member Knotts inquired if we pay them. Chief  
Croom advised we do; however, we also receive reimbursement  
(approximately 50%) back from a state grant.

Commission member Van Court asked if insurance companies  
recognize the Town’s efforts? Chief Croom said they have had  
meetings with insurance industry representatives showing the  
mitigation work on town properties and mitigation efforts in other  
areas of risk.

A Type 3 brush truck was deployed 3 weeks ago to CA (Fresno-area). The  
federal government pays for crew swaps, so a new crew will be heading out.  
They also pay for the backfill of positions during firefighter’s deployments and a  
daily rate for equipment. This is good experience for firefighters that are  
deployed. The reserve brush truck has been moved to Station 1.  
CRFD members who are deployed, are on the Wildland Firefighting Team.  
Commission member Morton asked if the equipment reimbursement is sufficient  
to cover wear and tear on vehicles, to which Chief Croom replied yes.

report prior to today’s meeting.  
Town Manager Dave Corliss will be attending the August Public Safety  
Commission meeting to discuss ballot measure initiative.  
§
Campaigning for the initiative is a grassroots efforts; Public Safety  
Commission members could partner with recent graduates of the Police  
Citizens Academy if they have a desire to make a bigger impact; Town  
Managers office can assist with email addresses, etc.

Town Staff cannot formally campaign in favor of the measure beyond August 20,  
2024.

This initiative will fund an additional 40 positions between police and fire.

Brief discussion on the overall impact if the initiative does not pass in November.  
CRPD already has the lowest officers per thousand in the south metro area, yet  
the community continues to grow. We simply won’t be able to maintain our  
current high levels of service.

Hiring Update - Five new lateral officers and 1 new academy recruit begin on  
Monday, July 15th .

Strategic Plan approved by Council on June 18, 2024.  
ABLE - A(Active )B (Bystandership) for L(Law) E(Enforcement) training is  
being provided to every staff member at CRPD. By the end of the year, CRPD  
will be an ABLE certified agency.

Auto thefts YTD: 11 in 2024 vs 31 in 2023; decrease in numbers is related to  
technology that aids officers with response times.  
Chief Cauley gave a 2-hour Zoom presentation to the Department of Federal  
Police (Brazil) on One-By-One policing. This educational event was  
coordinated through the US State Department. A Brazilian policing delegation  
will be visiting CR in October.

National Night Out - 1st Tuesday in August - if the Public Safety Commission  
would like a table at NNO, please let PD know.

motion. All were in favor.

The next Public Safety Commission meeting is scheduled for August 1, 2024 at  
3:00 p.m. at the Police Department.
