Call to Order and Attendance  
Chairperson Marsh called the meeting to order at 3:00 p.m.

Approval of Meeting Minutes  
PS 2025-014 Public Safety Commission meeting minutes - May 1, 2025  
Mr. Dziubla moved to approve the May 1, 2025 minutes. Mr. Morton seconded the  
motion; the motion carried.

Fire Department Report  
PS 2025-013 CRFD April Report

Commission members were emailed a copy of the Fire  
Department’s April report prior to today’s meeting.  
The nine lateral candidates will graduate from the lateral academy  
next Friday, the 13th. Several will start online the following Sunday.  
These nine positions were the result of Ballot Initiative 2A. The  
department is now hiring seven candidates to fill current and  
upcoming vacancies due to promotions, retirements and one 2A  
position. These candidates will start the West Metro academy in  
August and should be online in January.

Stephen Coffin was promoted to the Assistant Chief of EMS &  
Special OPS position last month.  
The new medic unit at Station 155 is expected to go operational later  
this month. With the new unit and other vacancies, the department  
will have 23 people moving shift and station assignments later this  
month.

The automated medication dispensing system (Pyxis), located at  
Station 151, is fully operational and in use. Pyxis only dispenses  
controlled substances.  
Members of the department recently completed a 12-day Tech  
Rescue class that was jointly hosted by Castle Rock Fire, South  
Metro Fire and West Metro Fire. The training covered rope, trench,  
confined space and collapse rescue. The department is working  
towards having specialty stations in the future.

The department is expecting delivery of its Fouts fire engine later this  
month and anticipate it in service this August.  
The department is in the planning stages of reconfiguring offices at  
HQ to better allocate space for staff and storage.  
DC Bersagel-Briese was asked about the CAD system link up - The  
system is close to completion. DC Bersagel-Briese then gave a  
brief explanation on how CAD to CAD works.  
Police Department Report

Commission members were emailed a copy of the Police  
Department’s April report prior to today’s meeting.  
The department has hired positions approved by Ballot Initiative 2A.  
Seven will start an Academy in July. Two dispatch positions have  
yet to be filled.

Chief Cauley and the D.A.’s office will be hosting a retail crime  
summit on June 9. The purpose of this summit, which is open to all  
retailers within the county, is to educate and influence retail policy  
and behavior.

This year’s Awards Ceremony recognized 65 recipients.  
Town Council approved the Police Department’s Drone as First  
Responder (DFR) program Tuesday night. Chief Cauley provided a  
brief description of the program and offered to email the Council  
presentation to commission members. Castle Rock PD is the first  
agency in Colorado to deploy this system. The program will be  
implemented in phases with the final phase not occurring until the  
fourth quarter.

Chief Cauley will be on the Technology Use panel presentation at  
this year’s IACP conference in Denver.  
Chief Cauley was asked about the recent incident at an HOA pool.  
Chief Cauley responded that one person was seriously sick after  
being exposed to a chemical. The Fire Department had the chlorine  
levels tested and the results were within normal ranges. The Police  
Department is investigating the incident.

Chief Cauley was asked about PD’s policy on expired license plates.  
Chief Cauley spoke about the department’s traffic policies and its  
pursuit policy.

The Youth Police Academy will start next week.  
This year’s National Night out is scheduled for the first Tuesday in  
August over at the MAC.

The Commission welcomed its newest member, Mike Miller.  
Commission members discussed cancelling the July meeting. Mr.  
Hammerman made a motion to cancel the July meeting. Mr. Dziubla  
second the motion. All were in favor of cancelling the July meeting.  
Commission member asked both Fire and Police if there were any  
additional needs or assistance that the Commission could provide.  
Commissioners could help support large events such as Starlighting or  
offer assistance with the awards ceremonies - Chief Cauley.
