Executive Summary

 

Castle Rock Parks and Recreation is seeking Town Council approval of a Resolution for the First Amendment to the Construction Contract with Saunders Construction, Inc. for the Recreation Center Slide Tower Removal and Replacement project.

 

An amendment is required to expand the scope of the project to include the replacement of the leisure pool’s southeast column, the replacement of the ceiling tile and other miscellaneous and unforeseen items.

 

The amendment will increase the contract price for this additional work by the amount of $249,823.00 for an amended contract price of $2,981,138.74, and extend the completion date due to the expanded scope of work. The total authorized payment under the Agreement and the First Amendment to the Agreement, including the contingency, is $3,010,003.40.

 

Background

 

Facilities and Parks and Recreation staff engaged JVA structural engineering in March 2022 concerning the deteriorating condition of the slide tower stair structure. JVA recommended that the stairs be closed for safety and Town staff contacted three general contractors for repairs. All three contractors declined to provide estimates, and it was determined that a full replacement of the stairs would be required. The stair tower and the pool slide has been closed since that time, which has resulted in significant revenue loss of $20,000 per month in facility attendance.

 

Town staff contracted the original building architect (Ohlson Lavoie Corporation) and general contractor (Saunders Construction) to provide a solution for rebuilding the structure. An option of removing the slides altogether was not considered because the cost to do so would be roughly equivalent to replacement without the potential for future cost recovery. OLC completed design drawings in June 2023, and Saunders provided pricing to complete the project.

 

In September 2023, Town Council approved an initial construction contract and sole source to reconstruct the slide tower structure at the Castle Rock Recreation Center leisure pool in the amount $2,486,544 plus a 10% Town-managed contingency in the amount of $248,654.40.

 

To date, a significant amount of work has been completed, including:

 

                     Demolishing the existing slide tower stairs, slide tower enclosure and pump pit ceiling

                     Repairing the existing leisure pool slides for reinstallation; the slides will soon be resurfaced

                     Rebuilding the slide tower with structural concrete masonry block

                     Installing a new roof, windows and lighting in the tower 

                     Painting all interior steel structures from the deck to the ceiling with high performance coatings

                     Installing reinforced fiberglass stair treads and landing deck

                     Replacing the sealant joints between the pool shell and deck and building wall perimeter

                     Replacing necessary pool pumps and valves

                     Upgrading the pump room with fiber-reinforced plastic walls to improve water resistance

                     Moving and installing new pump controls in safer location for staff operation

                     Placing new roof-mounted chemical exhaust fans and associated duct work

                     Installing new steel stair supports and handrails from hot-dipped galvanized steel

                     Installing new make-up air unit to supply air to the to the pool mechanical rooms

                     Installing new water piping to the body and tube slides

 

This amendment will address the structural column in the southeast corner of the leisure pool area, which needs to be removed and replaced due to corrosion. This work was not part of the original bid as it was discovered during renovation, but is essential to maintain future structural integrity. To perform this work, a corner of the exterior of the building will be removed, followed by a portion of the hot tub. The contractor will then place a concrete pilaster and a new structurally sound column and reinstall the hot tub. The ceiling tiles in the leisure pool area will also all be removed and replaced, and additional miscellaneous items completed to address other unforeseen conditions that the original contract and contingency did not cover. To accommodate the increased work, the schedule will also increase by thirteen calendar days, to a Substantial Complete date of May 2024.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The Castle Rock Recreation Center addition was approved by Town Council in 2005 and facility additions were opened in 2006. Residents are becoming increasingly frustrated with the length of time the slide tower has been out of service and Community Center Fund revenues have been impacted by the closure of both slides.

Budget Impact

 

The construction contract with Saunders Construction was Sole Sourced according to the Town’s Purchasing Policy as they offered a service unique in nature for the complexity of construction. In addition, Saunders Construction was the general contractor who built the original addition and has the extensive background necessary to restore this facility.

 

This amendment will increase the contract price by the amount of $249,823.00 for an amended contract price of $2,981,138.74. The amended price includes the original contract price of $2,486,544 plus payment for work for change orders 1-8, which required the use of $244,771.74 of the original contingency to date. The total authorized payment under the contract and the first amendment, including both contingencies is $3,010,003.40.

 

Approval for these expenses will be sought in a 2024 budget amendment. Project costs will be paid for through a 10-year internal loan supported by annual payments through the Community Center Fund Building Improvements Account 216-5175-451.70-20.
