Title
Resolution Approving a Construction Contract with Kraemer North America, LLC, for the Crystal Valley Parkway and Plum Creek Boulevard Roundabout Project
Body
________________________________________________________________________________
Executive Summary
Staff is seeking Town Council approval of a Resolution approving a Construction Contract between the Town of Castle Rock and Kraemer North America, LLC for the Crystal Valley Parkway and Plum Creek Boulevard Roundabout Project, see attached map (Attachment A).
The intersection of Crystal Valley Parkway and Plum Creek Boulevard is currently experiencing rapid traffic growth related to new home construction in the south area of town. It has been determined that a roundabout will best serve the desired value of the community in the form of increased safety, low downtime, improved reliability, and low environmental impacts. Town staff assessed a variety of potential options, including an all-way stop, and traffic signal. The all-way stop option was found to increase safety risks, as well as increase the amount of downtime and environmental impacts under both existing and future conditions. The traffic signal option was determined to increase safety risks and the amount of downtime and environmental impacts in the existing conditions. The roundabout option was determined to outperform all other options in the majority of areas valued by the community.
The amount of the construction contract is $3,337,814 plus a Town managed contingency of $167,000, for a total authorization of $3,504,814. The information presented herein includes the construction scope, anticipated construction timeframes, and budget impact.

History of Past Town Council, Boards & Commissions, and Other Discussion
The proposed resolution was presented to the Public Works Commission on December 6, 2022 and received a formal recommendation for Town Council award.
Discussion:
This intersection currently functions with two way stop control on the side streets. As the traffic volumes increase with ongoing residential development and future construction of the new Crystal Valley Interchange, this existing traffic control will need to be replaced for safety, accessibility and to meet the operational demand. Town staff reviewed a variety of options to identify which traffic control option meets the most elements valued by the community: high safety, low lifecycle cost, low downtime, low environmental impacts, reliability. The roundabout option was determined to be the most effective over the traffic signal and all-way stop options.
The construction of a roundabout will support forecasted future traffic associated with the full build out in the south areas of the Town. The roundabout will include two center circulating travel lanes, which are projected to operate efficiently at full build out conditions. This project will also improve access to the Crystal Valley Interchange from the southeast areas of Town. In addition, this project will include bicycle lanes and improved pedestrian crossings. This roundabout option also will assist with reducing speeds at the intersection, which assists with improved safety.
Public Works has competitively advertised this project in accordance with the Town Purchasing Policy for a construction contract. Bids were received from six (6) contractors and the pricing is summarized below in Table 1:
Table 1
Contractor Bid Price
Graham Contracting, Ltd $3,925,424.00
HEI Civil $3,855,367.90
Kraemer North America $3,337,813.80
ESI $4,052,466.00
Jalisco International Inc. $3,756,588.06
Schmidt Construction $3,676,603.45
Engineers Estimate $3,257,629.00
Kraemer North America, LLC is the confirmed lowest bidder, having also met the qualifications requirements under the contract. Staff recommends Kraemer North America be awarded the construction contract as they are the low-bidder for the contract and have been vetted as a reputable contractor. Construction is anticipated to begin in April 2023 and be complete in the fall of 2023, weather permitting.
Budget Impact
The Construction Contract will be funded by account number 135-3175-431.79-17 in the amount of $3,337,814 plus a Town managed contingency of $167,000 for a total project encumbrance of $3,504,814. Budgeted construction funds for 2022 already approved for this project are in the amount of $2,150,000. This leaves a current budget shortfall of $1,355,000 (rounded to the nearest $1,000). A budget amendment from the Transportation Capital Fund will be required to cover the cost of this project. This amendment is scheduled to be included in the first budget amendment of 2023. Until then, staff has confirmed that there are sufficient funds in the Transportation Capital Fund to cover the award of this contract.
The future budget amendment will cover the existing construction budget gap in the amount of $1,355,000, $100,000 for necessary construction management services, and $450,000 needed for CORE Electric Cooperative for the relocation of their existing facilities and the installation of the new lighting fixtures required for the project. Once CORE Electric provides a final service contract for their work, this will be brought to Town Council for approval.
