Discussion
As the new year approaches, it is helpful to set out a forecast of 2023 major projects. As with any forecast, the below project list is subject to change. This is particularly the case for 2023, as staff now expects single-family home permits to come in lower than the currently budgeted 900 units. Any decrease from this amount will decrease the impact and system development fee revenue the Town receives, which impacts our ability to fund the capital projects that comprise much of this list. Staff will keep Council apprised to any needed adjustments on these items as the year unfolds.
More broadly, this list will serve as the outline for the major projects updates staff will share quarterly with Council and the community. Council should understand that, while this list reflects ongoing projects and items authorized by the Adopted 2023 Budget, Council may alter this list going forward.
Budget priority: Ensure outstanding public safety
Add four Police positions - one sergeant, two officers and a felony filing technician - along with two part-time civilian community service officers
Add four Fire and Rescue positions: three firefighter/EMTs and one safety and training officer
Address additional needs of CRFD including stipends for specialty certifications that have not been recognized to date and the continued funding for the HAAS emergency vehicle alerting system
Address additional needs of CRPD including continued use of body-worn cameras, upgraded in-car cameras, Tasers and related services; and implementation of a Master Patrol Officer program and of differential pay for those working the graveyard shift
Budget priority: Enhance our roads
Begin construction on our top infrastructure priority, a new interchange on Interstate 25 at Crystal Valley Parkway, including accommodating any additional funds needed to award a contract up to $120 million
Complete an aggressive annual Pavement Maintenance Program, focused in 2022 on eastern Castle Rock
Complete construction of the following projects:
Widen Plum Creek Parkway between Eaton Street and Ridge Road
Widen Ridge Road from Plum Creek Parkway to the “Four Corners” intersection
Improve the “Four Corners” intersection
Install a roundabout at the intersection of Crystal Valley Parkway and Plum Creek Boulevard
Update the Town’s Transportation Master Plan
Add a new position in Signs and Markings
Budget priority: Secure our water future
Continue projects, programs and policies to advance the goals of securing 75% renewable water by 2050; reducing per-capita water consumption to 100 gallons per day; and maintaining affordable rates and fees, including:
Implement the approved changes to the landscape and irrigation criteria manual, including no turf in front yards for new residential homes permitted starting January 1, 2023
Continue advancing long-term renewable water efforts including the WISE and Box Elder imported water projects
Begin design of the expansion of the advanced treatment system at the Plum Creek Water Purification Facility
Begin construction of Castle Rock Reservoir #2 as part of the long-term water plan
Finalize the design of a pipeline and pumping facility to transfer renewable water from the Plum Creek Basin to Rueter-Hess Reservoir
Continue implementing advanced metering infrastructure
Continue water and sewer line rehabilitation projects, with Prestwick Way a priority in 2023
Continue upgrades to security, controls and network, with Founders Water Plant the focus in 2023
Continue stormwater-related stabilization projects in the major drainageways of McMurdo Gulch, Sellars Gulch, East Plum Creek and Gambel Ridge Tributary
Add five positions: a stormwater inspector, a water conservation technician, a SCADA instrumentation technician, a collections operator and an office assistant
Budget priority: Maintain strong parks and recreation
Continue renovations at Butterfield and Mitchell Gulch parks; and construct Plum Creek North Park
Complete the Colorado Front Range Trail within Castle Rock
Continue exploring a potential public-private partnership that would bring a sports development center as part of the Brickyard development
Replace cardio equipment at the Recreation Center
Replace the synthetic turf at Matney Park and improve the dugouts and field fencing at Paintbrush Park
Add a position in parks planning using proceeds from the voter-approved lodging tax
Add a putting green at Red Hawk Ridge Golf Course
Budget priority: Support economic development
Fulfill existing economic incentive agreements and maintain capacity for new agreements
Budget priority: Manage Town finances conservatively
Continue pursuing grants and other opportunities, including use of volunteers and donations, to stretch the Town’s tax dollars as far as possible
To ensure they are used only in the manner approved by voters, receive any “excess” TABOR revenues into a dedicated fund
Continue seeking opportunities for Town energy cost savings
To ensure maximum efficiency and accuracy of financial information, begin implementing new financial management software
Budget priority: Preserve our community character
Successfully close the acquisition of the Cantril School site, continue evaluation of the building including Parks and Recreation Department planning and implementation of community-supported uses, and begin appropriate improvements to the property
Continue historically and naturally sensitive enhancements at Metzler Family Open Space, including trail openings, an accessible parking lot and other improvements
Continue to explore possibilities for open space acquisitions and historic enhancement opportunities
