Executive Summary
Castle Rock Parks and Recreation is seeking Town Council approval of a Resolution approving a Construction Contract with Native Sun Materials Inc., d/b/a Native Sun Construction (Native Sun) for the development of the Colorado Front Range Trail through Castle Rock in the amount of $6,432,852.97, plus a 10% Town-managed contingency in the amount of $643,285.00, for a total authorization of $7,076,137.97.
The Colorado Front Range Trail project was initiated by Colorado State Parks and the support of many stakeholders in 2003 to set the vision of a multi-purpose trail connecting communities across the Front Range from New Mexico to Wyoming. To date, approximately 300 miles have been completed, and the network will eventually span over 800 miles through 15 cities, 14 counties and many small towns.
Castle Rock will serve as the trail’s southern crossroads, eventually connecting Douglas County with Denver via the Cherry Creek Regional Trail. To complete the Town’s remaining portions of the Colorado Front Range Trail (Attachment A), construction will include approximately 5 miles of 10-foot-wide concrete trail located in three separate areas of Town including the Cobblestone Ranch (Attachment B), Terrain (Attachment C), and Montaine (Attachment D) neighborhoods.
Increasing trail connectivity and facilitating the completion of regionally-significant connections is a high priority for the department, and these segments are identified projects within the Council-approved Parks and Recreation Master Plan and Strategic Plan. Providing well-connected trails will improve Castle Rock’s quality of life, serve as an economic driver and expand local access for exploration and adventure both nearby and throughout the state.
The project will be funded through the Annual Trail Improvements Account and through a $2 million Great Outdoors Colorado Connect Initiative Grant award that was received in 2019. The scope of work will generally include site grading, concrete flatwork, stormwater culverts, creek crossings, pedestrian bridge crossings, retaining walls and general erosion control measures. Upon approval of this contract award, construction will commence fall 2022 and is anticipated to be complete by September 15, 2023.
Notification and Outreach Efforts
A public meeting was held at Wrangler Park on September 1, 2021 to review the design and alignment of the trail. The project is located within Town-owned open space and easements.
Trail segments proposed for development span throughout Castle Rock and since the project is being developed through grant support, staff will collaborate with key stakeholders to ensure success. Partners include Douglas County, the developers of the Terrain (Land Perspectives, LLC) and Montaine (Toll Brothers) neighborhoods, Douglas Land Conservancy and the Colorado Agricultural Leadership Foundation at Lowell Ranch.

This project is identified in the 2015 Parks and Recreation Master Plan.
On July 16, 2019 the Town Council approved Resolution No. 2019-081, supporting the grant application for a Connect Initiative Grant from the State Board of the Great Outdoors Colorado Trust Fund and the completion of the Colorado Front Range Trail Project in Castle Rock.
On July 21, 2020 the Town Council approved Resolution No. 2020-067, approving a design services agreement with Short Elliott Hendrickson, Inc., to provide design engineering services for the creation of construction documents for the Colorado Front Range Trail Project in Castle Rock.
On September 21, 2022, the Parks and Recreation Commission voted unanimously to endorse awarding Native Sun the construction contract of the Colorado Front Range Trail Project through Castle Rock.
Budget Impact
The Town issued an Invitation for Bids (IFB) via Rocky Mountain BidNet and two responses were received. The low bidder was Native Sun.

The Annual Trail Improvements Account has a current balance of $6,155,338.71 available for the project. An additional $1,554,456.26 is needed from General Fund Balance to enter into the construction contract and cover other project-related costs not held under the proposed contract with Native Sun. The additional funds needed will be deducted from the 2023 and 2024 Annual Trail Improvements Account allocations. Trail projects planned for 2023 and 2024 will be shifted to 2025 and beyond.
Staff Recommendation
Staff recommends Town Council approval of a Resolution awarding a Construction Contract to Native Sun Construction for the Colorado Front Range Trail Project in the amount of $6,432,852.97, plus a 10% Town-managed contingency in the amount of $643,285.00, for a total contract authorization of $7,076,137.97.
