Executive Summary
Castle Rock Parks and Recreation is seeking an endorsement to award Designscapes Colorado, Inc., a construction contract for the Mitchell Gulch Park Renovation. This project includes the renovation of the existing park and the addition of new amenities. The Conservation Trust Fund / Douglas County Shareback revenues will fund renovations, while new capacity improvements will be funded through the Parks Capital Fund.
The construction contract with Designscapes Colorado and all other planned expenditures are shown below:

A short-term interfund loan of $3,700,070.27 is needed from Parks Capital to fund renovations that will be repaid with 2022 and 2023 Shareback funds.
Notification and Outreach Efforts
In March 2021, Town Council approved the Mitchell Gulch Park Renovation Master Plan. Later that month, a new professional services agreement was entered with The Town of Castle Rock and DHM Design Corporation (DHM) to create bid documents and provide construction administration services.
The Parks and Recreation Department and DHM worked with adjacent community members to plan Phase 1 by having two online surveys. These surveys were available to the community from June 15, 2020 to July 31, 2020 and from October 14, 2020 to December 1, 2020. The design team utilized the public input to create the current design (Attachment A).
In addition to the base bid, Addendum #1 requested unit pricing for six tennis courts, sidewalk connections, associated parking and site amenities.
Budget Impact
The Town solicited construction bids via Rocky Mountain BidNet to re-develop the site located at 200 Mikelson Blvd. Two bids were received:
General Contractor: Bid Amount
Designscapes Colorado, Inc.: $3,211,965.50
Timberline Building Systems, LLC.: $2,466,243.53
The bid by Timberline Building Systems, LLC. was incomplete and determined to be non-responsive. Staff recommends the selection of the low responsive bidder, Designscapes Colorado, Inc.
The overall costs are allocated for and will be funded from the Parks and Recreation Capital Fund (impact fees). This expense has been budgeted and will be expensed to account item number 130-5275-452.75-21 in the amount of $3,211,965.50 for the construction contract. Materials testing, Town-managed contingency and permit and system development fees have also been budgeted and will be expensed to account item number 130-5275-452.75-21 using separate project codes for tracking purposes.
