Parking Garage Banner Art Call Selection Process

Executive Summary
In spring 2022, the Town Manager’s office inquired if the Public Art Commission could help with a call for entries to obtain submissions for artwork design for the parking garage banners at Encore. The Commission and staff worked on a call, which was issued over the summer. Approximately 189 submissions were received. In August, the Commission selected various members to form a subcommittee to set the selection process schedule and procedure. Two members of the subcommittee, Town staff and the Council Liaison met in August and determined the following:
• The subcommittee would prioritize the review of the submissions that included a comprehensive design of all five banners; review standards will include selecting a finalist whose work resembles authentic art and a design that is vibrant and representative of or would generally be appealing to Castle Rock.
• The subcommittee members would review all entries and contact artists regarding any additional submissions they’d like to see proposed within a comprehensive design of all five banners; the subcommittee members would make these recommendations at the regular September meeting.
• A virtual subcommittee meeting will be held Tuesday, Sept. 20 at 10 am to review and rank comprehensive submissions to narrow the overall selection from 189 to approximately 5-10 finalists.
• The subcommittee will then meet with project stakeholders, including Kristin Read and ideally representation from the Downtown Alliance and Encore, to select a finalist. This meeting will tentatively be held the last week of September.
• The subcommittee will present the finalist selected to the Commission for approval tentatively in October.
• Once a selection is approved, Kristin Read will coordinate with the artist and printer to obtain the necessary design information for production. The Town Managers Office will also coordinate installation.
At the subcommittee meeting, it was noted that the existing banners or the new banners could potentially stored when not in use in case damage is incurred to the ones presently installed. Another suggestion was to potentially recycle the vinyl artwork and find a new purpose after its deinstallation, such as reusable plastic bags. The subcommittee will make these and any further recommendations to appropriate Town staff.
