Resolution Approving a Service Agreement with RockSol Consulting Group, Inc., for the Four Corners Intersection Improvement Project [Founders Parkway, State Highway 86, Fifth Street, and Ridge Road]

Executive Summary
The purpose of this memo is to request Town Council to approve a Resolution awarding a service agreement to RockSol Consulting Group, Inc. to provide construction administration and inspection services for the Four Corners Intersection Improvement Project. The project limits for the project can be seen on Attachement A. The amount of the service agreement is $689,071 plus a 10% staff managed contingency in the amount of $68,907 for a total authorization of $757,978. There is available fund balance in the Capital Improvement Fund to cover this recommended encumbrance. The Town’s finance department has reviewed and concurred with this approach. This project is receiving federal grant funds, which requires unique administration procedures through CDOT. The proposed scope of work within this recommended task order includes full time construction inspection and part time project management support. The utilization of these services will help ensure construction of the Four Corners Intersection Improvement Project in accordance with contract documents, CDOT Local Agency requirements, and Federal regulations and will in turn be crucial for the delivery of this new asset to Town of Castle Rock residence and stakeholders.
Discussion
This project will increase capacity of the intersection, add additional improvements to alleviate turning movements and traffic backups, along with connecting pedestrian improvements on all four sides of the project to provide ADA pedestrian access in all directions. This project will support the continuing development in the eastern portion of Town and ensure the increase traffic volume is managed through the intersection. With these improvements, the project aligns with several elements valued by the community including improved safety, improved reliability, reduced environmental impacts while also achieving the lowest life cycle cost for the improvements.
Town staff solicited proposals for construction administration and inspection services through BidNet and received four proposals with qualifications meeting those of the posting. Staff evaluated the proposals under four criteria; fee proposal, firm’s experience, assigned personnel and project management approach. RockSol Consulting Group, Inc. was selected for award recommendation as their proposed services and personnel present the greatest value to the Town.
Having the consultant on board prior to construction will allow the consultant, Town, CDOT and contractor staff to communicate and plan for construction up front while also having a clear and detailed understanding on the project before it starts. With the consultant on board prior to start of construction the team can work through phasing plans and the necessary outreach for the project which will limit the delay once the contractor is on board and ready to start construction. The consultant’s level of knowledge of the project prior to construction will benefit the schedule by getting ahead of various tasks that would otherwise be performed post start of construction.

The scope of work proposed within this service agreement include:
• Conducting regular construction coordination meetings with various stakeholders
• Schedule and perform construction inspection activities
• Traffic control inspection/reviews
• Submittal review (shop drawings, material certifications, etc.)
• Construction schedule review
• Track/document daily construction activities
• Produce as-built plans
• Verify contractor pay applications
• Prepare contract change orders
• Project documentation
• Assist with project utility coordination
• Materials testing and reporting
• Submit certified pay requests per federal funding regulations
Budget Impact
The total estimated cost for Construction Administration and Inspection Services on the Four Corners Project is $757,978 which includes the Town managed contingency of 10%. As this project has been planned and approved with the approval of the “2022 Operating and Capital Improvement Budget”, reservations have been made to fund this service agreement within the construction budget. The total cost for the services that will be provided with this agreement are within the construction budget for this project.
