Butterfield Crossing Park Renovation Update

Executive Summary
The 2021 Parks and Recreation Capital Improvement Plan (CIP) identified the need for improvements at Butterfield Crossing, Mitchell Gulch and Plum Creek South parks.
Landscape architectural design firm Design Concepts was selected to complete project design for Butterfield Crossing Park’s renovation. The design is now complete and will be distributed for competitive bidding by Jan. 21, 2022.
The purpose of this agenda item is to provide a progress update to Commission on the proposed renovations at Butterfield Crossing Park, present design renderings to illustrate the full scope of the project and to seek Commission endorsement to move forward with the project once bidding is complete and funding secured.
The Butterfield renovation project includes the following goals:
• Replace tennis, basketball and inline court (including fencing and lighting)
• Replace inline with pickleball
• Replace and improve playground - barrier free, improved visibility for community events, improved scale for community park
• Remove additional barriers to accessibility
• Walkways
• Parking
• Restrooms
• Reduce water use - returning non-programmed turf areas to native grass
• Renovate irrigation system - fix aging laterals and boosting pressure
Budget Impact
The Conservation Trust Fund has $4.5 million available for the Butterfield, Mitchell Gulch and Plum Creek South projects. An additional $1.5 million is available in the Douglas County Shareback Fund.
The project is estimated at $5.2 million, which exceeds the available $4.5 million in available funding. The project could be accomplished through the additional balance available within the Douglas County Shareback, however, dedicating all funds to Butterfield Crossing Park would result in the delay of the Mitchell Gulch and Plum Creek South renovation projects.
The Castle Rock Parks and Trails Foundation is working to bridge the funding gap for the project so that most or all project goals can be met. The Meadows Metropolitian District 1 has pledged $250,000 for the project and staff will approach the District for additional financial support. Staff will work with the Foundation over the next several weeks to support fundraising efforts and to clarify the actual project cost through the bid process.
Staff Recommendation
To support the Castle Rock Parks and Trails Foundation’s fundraising efforts so that the staff may present a construction contract to Town Council that will complete the project.
