Town Hall Plaza Sculpture: Selection Committee to Interview Finalists

Executive Summary
Encore, formerly known as Festival Park Commons, was a project to redevelop three lots in Downtown Castle Rock directly south of Town Hall. The project features a seven-story building with residential, retail and office space, as well as a parking garage.
The project also features a public plaza. To beautify and enhance the area, Confluence Companies generously donated $50,000 to purchase a public art sculpture for installation; the Town and therefore the Public Art Commission will be responsible for its future maintenance.
Project Updates
Three finalists will be interviewed by the selection committee:
4-4:30 p.m. - Ai Qiu Hopen, Pillars of Hope
4:30-5 p.m. - Steven Carmer, Hanging Cliff Side-Mirrored
5-5:30 p.m. - Amie Jacobsen, Still Wild
Proposed Motion
“I move to approve that (Ai Qiu Hopen’s or Steven Carmer’s or Amie Jacobsen’s) proposal be selected for the Town Hall Plaza Sculpture project and direct staff to present this recommendation to Town Council for final approval.”
Budget Impact
While the initial purchase of the sculpture will not impact the Public Art Fund, staff recommends that members consider the future maintenance and conservation costs associated with the piece.
The maximum amount available for this commission, including all elements such as design fees, supplies, materials, per diem expenses, project documentation, lighting, installation costs, etc. is $50,000.
Lastly, due to the timing of the donation occurring after the 2022 budgeting process, a first-quarter budget amendment will be required.
