Discussion

Staff can include in staff memorandums on public hearing items similar alternative language. Obviously, items will differ on the appropriateness of alternatives. Reasons for making a motion that is an alternative from the staff recommended motion, must come from an individual Councilmember at the public hearing and include specific reasons for the action. If appropriate, it is likely to be staff’s recommendation that if a majority of Council desires a motion that is not supported by the staff analysis, that the item be continued to ensure that the findings supporting the alternative motion have an appropriate legal basis and necessary wording. Alternative language on resolutions to approve contracts for projects (e.g. Castle Rock Water or Public Works capital projects) can also be provided as Council directs.
