Resolution Approving a Service Agreement Between the Town of Castle Rock and CORE Consultants for Design Services on the Relocation of Dawson Ridge Boulevard (West Frontage Road) Project

Executive Summary
Staff is seeking a favorable recommendation from Public Works Commission to Town Council for the approval of a Resolution (Attachment A) approving a Service Agreement between the Town of Castle Rock and CORE Consultants (CORE) to complete preconstruction services associated with the relocation of Dawson Ridge Boulevard and the West Frontage Road. This project is associated with the Crystal Valley Interchange (CVI).
The Town is currently working with Colorado Department of Transportation (CDOT) and Douglas County on the design of CVI, the southernmost interchange within the Town. As part of the interchange project, portions of the existing frontage road that traverses north-south along the west side of I-25 will be abandoned. This is a result of CVI’s south bound I-25 on/off ramps requiring to be constructed in the current location of the Frontage Road. Dawson Ridge Blvd. will serve as the new north-south connection in this area. The attached map (Attachment B) provides an overview.
As part of this project, CORE will design Dawson Ridge Blvd. to tie into the western interchange intersection as its northern limit, then traverse south within both the existing and recently dedicated Dawson Trails Right-of- Way (ROW) to the southern edge of the Town and the Dawson Trails Development. The roadway and drainage infrastructure will need to be designed to tie into Douglas County’s portion from the Town’s limit to Tomah Road, completing the relocation. This relocation project will remove four (4) at grade railroad crossings.
CORE has an excellent understanding of the Dawson Ridge Blvd. relocation project through their recent work with the Town, Douglas County, and the various stakeholders. This includes the recent ROW swap for the vast majority of the Dawson Trails development. CORE is exclusively familiar with the project site and the design needs, which includes survey, drainage, stormwater facilities (coordination with adjacent development), master utility studies, and will be able to provide exceptional value to the Town by coordinating with the adjacent development to reduce throwaway improvements. This familiarity will allow the design to keep pace with or exceed the timeframe for the anticipated start of construction on CVI. The amount of the Service Agreement is $299,200 with a 10% Town managed contingency of $30,000, for a total of $329,200. Engineering staff has scrutinized this scope and price, and have concurred that this proposal is appropriate.
The contract timeframe is October, 2021 to August 2022, and construction is projected to occur in coordination with the construction of CVI. CVI construction is planned for 2023, but is contingent on funding.
History of Past Town Council, Boards & Commissions, or Other Discussions
This project has been presented in association with CVI in various forms within the last two Transportation Master Plans (TMP), which includes the 2017 TMP. The relocation was originally conceptualized as part of CVI in the late 1980’s when the Dawson Ridge subdivisions were approved. Initial FHWA documents were completed in 2004 with the approval of an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) which recognized this project in association with CVI and noted to be done by other.
Discussion
The Dawson Ridge Blvd and West Frontage Road relocation design is the next step in the process to allow construction of CVI. This project was not included in the design of CVI to ensure the design process would advance with utilizing the criteria of the Town, and keeping cost as low as possible.
CORE will provide the necessary professional services required in order to complete design including all applicable Town documents. The consultant and Town staff will engage with both the design consultant on CVI and Douglas County early and often throughout the design to ensure that connections/transitions are streamlined. The project’s preconstruction services are projected to be complete by August 2022.
Budget Impact
The funds necessary for the preconstruction services have been included in the project’s 2021 budget as stated below.
