Executive Summary

 

One strategy in long-term water planning is having the storage to manage renewable water supplies when they are in excess. Castle Rock Water became a member of the Cherry Creek Project Water Authority in February 2021 with the purpose to get access to more renewable water supplies.  A key part of ensuring delivery of those renewable water supplies is to build Walker Reservoir, a lined, 650-acre-foot (AF) water storage facility. In conjunction with the Pinery Water and Sanitation District, Cottonwood Water and Sanitation District and Inverness Water and Sanitation District, Castle Rock Water will share in ownership and cost of the $12 million reservoir, located near Franktown. The Authority contracted HPM Contracting to construct the full reservoir and Stantec Consulting to provide construction phase engineering services. 

 

Castle Rock Water’s portion of the construction contract and construction phase engineering services, if the project participation agreement is approved by Town Council on Sept. 21, 2021, will be $2.9 million and constitute a capacity of 150 AF.

 

The purpose of the reservoir is for the Authority to store renewable water when senior water rights are in priority, and to make releases to the members, or to augment downstream well pumping. 

 

A groundbreaking ceremony is being held on Monday, Sept. 29, 9 to 11 a.m. with stakeholders from each water provider to commemorate this collaborative partnership. Construction activities are scheduled to begin in September 2021 and project completion is scheduled for June 2023.

 

Notification and Outreach Efforts

 

A news release is scheduled for Sept. 22 after Town Council’s anticipated approval of the project agreement. A groundbreaking ceremony, though open to the public, is geared toward water partner stakeholders, and will be held Monday, Sept. 29, 9 to 11 a.m. All Castle Rock Water Commissioners and Town Council Members are invited. This reservoir has restricted entry and additional outreach efforts will be limited.

 

Budget

 

The budget for the project for Castle Rock Water’s portion is $2.9 million for 150 acre-feet. The entire project will cost $12 million with a 650 acre-feet capacity.
