Executive Summary

 

Castle Rock Water is seeking Town Council approval of a resolution approving a construction contract (Attachment A) with RME Ltd., LLC dba Elite Surface Infrastructure (RME) for the Terrain Control Valve Project.  This project will add a new control valve vault along Founders Parkway, just north of Crimson Sky Drive (Attachment B).  The project will also include the installation of a new automated Pressure Reducing Valve (PRV) in the Milestone Pump Station.  RME submitted the lowest responsive bid for a total construction cost of $275,875. Staff also requests approval for a 10% Town-managed contingency of $27,587, for a total project authorization of $303,462 (Exhibit 1).

CR Water has posted a project update on the department’s webpage.  Additional outreach and traffic control will be put in place as appropriate along Founders Parkway. 

 

Discussion

 

The red pressure zone on the east side of Town is supplied with water from the Ray Waterman Regional Water Treatment Facility (RWRWTF).  The red pressure zone has two tanks associated with it, Tank 16 and Tank 14.  Tank 16 is located near the King Soopers along Ridge Road and Tank 14 is located at the north end of the Diamond Ridge subdivision.  When the high service pumps at RWRWTF pump into the red zone, water more easily flows into Tank 16 due to its proximity to RWRWTF.  Eventually, Tank 16 would overflow before Tank 14 is filled.  The Castle Oaks Control Valve was installed to restrict the flow of water into Tank 16.  Unfortunately, this also restricts the flow of water out of Tank 16 and into the distribution system.  The restricted flow in and out of Tank 16 can result in water quality issues in the tank. 

 

The Terrain Flow Control project was identified in the Water Masterplan as the Diamond Ridge Pump Station (PS) Control Valve, but the location was adjusted towards the Terrain subdivision during the design.  This project is designed to work with the existing Castle Oaks Control Valve to direct the water produced at RWRWTF between the two tanks and balance the system demand on both tanks.  The Terrain Flow Control Vault project is located along Founders Parkway, north of Crimson Sky Drive.  The two valves will divide the existing red zone into two zones, with a storage tank in each zone.  Water from RWRWTF will be supplied to Tank 14 as needed based on operating levels.

 

This project also includes the installation of a new automated PRV in the Milestone Pump Station.  This project was identified in the Water Masterplan and is needed to move imported Water Infrastructure Supply Efficiency (WISE) water from the east to the west side of Town. 

 

Budget Impact

 

The request for bids for the project was sent to five qualified contractors.  Bids were received from four contractors, as summarized in the table below.  The Engineer’s estimate was $346,250.  The low bid was received from RME and is considered a responsive bid.

Sufficient funding for this project is available in the approved 2021 Budget.  The project will be funded from the Diamond Ridge Pump Station Account (Account No. 210-4275-442-78-70), Milestone Pump Station Account (Account No. 210-4275-442-78-26), and Distribution Upgrades Account (Account No. 210-4275-442-75-38).  RME’s bid is $275,875.  Staff requests an additional $27,587 (Town-managed 10% contingency) be authorized for a total project authorization of $303,462.

Staff Recommendation

 

Staff recommends Town Council approval of the resolution approving the construction contract between the Town of Castle Rock and RME Ltd., LLC dba Elite Surface Infrastructure for the construction for the Terrain Flow Control Vault Project in the amount of $275,875 plus a 10% Town-managed contingency of $27,587 for a total authorization of $303,462.
