Executive Summary

 

Encore, formerly known as Festival Park Commons, is a project to redevelop three lots Downtown, just south of Town Hall. The project features a seven-story building that will have residential, retail and office space on the west side, adjacent to Wilcox Street and a parking garage on the east side, adjacent to Perry Street. The project is currently under construction. Nearly 300 public parking spots, including eight ADA-accessible spots, are available for use in the Encore garage while construction continues.

The project will also include a public plaza just south of Town Hall and an additional plaza space interior to the project along Wilcox Street. To beautify and enhance the plaza area, Confluence Companies has generously offered the Town of Castle Rock $50,000 to purchase a public art sculpture for installation; the Town and therefore the Public Art Commission will be responsible for its future maintenance.

Budget Impact

 

While the initial purchase of the sculpture will not impact the Public Art Fund, staff recommend that members consider the future maintenance and conservation costs associated with the piece. 

Staff Recommendation

 

Staff recommend that the Public Art Commission discuss and set the scope of a call for entries for the Town Hall Plaza Sculpture, as well as a project timeline.  Once a draft Request for Proposals is approved by the Commission, the draft will be distributed to the Town Manager’s office for review, which may also include Town Council consideration. Once entries are received, a selection committee will meet to review and discuss the entries, potentially interview artists and commission the piece for installation. A final recommendation to Town Council will likely be required. For reference, staff have attached some of the Commission’s recent RFP’s as examples for consideration.
