Discussion/Direction: Introduction of the 2022 Proposed Budget

Executive Summary
On behalf of the Town staff, and in compliance with Town Charter, I am pleased to present the recommended Town of Castle Rock 2022 Budget, Capital Improvement Plan, and Five Year Balanced Financial Plan.
An introduction and overview of the recommended budget will be presented at the Town Council meeting of September 7. The first reading of the proposed budget is scheduled for September 21. As Council knows, Castle Rock voters will determine the community’s future in four ballot measures for consideration on November 2. The proposed budget reflects revenue and expenditure levels based on voter approval of these measures. If amendments to the budget are necessary after the November 2 election they will be recommended to Town Council and considered when Council votes on 2nd and final reading of the 2022 budget on December 7.
Both the attached 2022 budget message and the PowerPoint presentation reviewing highlights of the recommended budget are attached. Additionally, the complete proposed 2022 budget, along with the Budget in Brief document, is available on the Town’s website at www.CRgov.com/2022budget <http://www.CRgov.com/2022budget>.
This recommended budget represents the efforts of scores of Town staff members and their work is acknowledged and appreciated. We look forward to public and Council review and comment of the budget in the forthcoming meetings.
