Executive Summary

 

Forum Investment Group is requesting approval of a Site Development Plan (SDP) known as Alana at Castle Rock (FKA Promenade Apartments). Alana at Castle Rock proposes a 300-unit apartment complex consisting of four apartment buildings, a club house, pool, dog run and 526 parking spaces on a 10-acres site. The site is generally located in the center of the Promenade, between Promenade Parkway and Castlegate Drive West. SDPs for residential use require a public hearing before the Town Council who shall review and make a decision on the SDP proposal after review and recommendation by the Planning Commission.

 

Planning Commission Recommendation

On July 22, 2021, following a presentation by Town staff, a presentation by the applicant, zero public comment, and a detailed discussion, the Planning Commission voted 6-0 to recommend approval of the Alana at Castle Rock SDP.

 

In addition, as a separate motion not related to the approval of the Alana at Castle Rock SDP, Planning Commission voted 6-0 to recommend that Town Council request Public Works perform an analysis and provide a recommendation for improving safety for pedestrians and bicyclists within the greater Promenade.

 

Planning Commission discussion primarily focused on the merits of the SDP and pedestrian and bicycle mobility within the greater Promenade. Planning Commission found the proposal to meet the SDP review and approval criteria and also opinioned that residents of the proposed Alana at Castle Rock apartment complex will require better pedestrian and bicycle access to the greater Promenade due to Alana at Castle Rock’s central location within the Promenade, proximity to commercial uses, and location at grade along Promenade Parkway.

 

Following the Planning Commission hearing, the applicant has agreed to enhance accessibility and safety for pedestrians by providing flashing beacon systems at two existing Promenade Parkway crosswalks; One flashing beacon system at the crosswalk on the north side of the roundabout near Sam’s Club and a second flashing beacon system at the crosswalk on the south side of the roundabout near Whole Foods.

 

 

Budget Impact

 

Development of the property will generate review and impact fees, along with use taxes similar to other townhome development. 

 

Staff Recommendation

 

Planning Commission voted 6-0 to recommend to Town Council approval of the Site Development Plan, as proposed.
