Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract (Exhibit 1) to RME LTD., LLC, for the Parkview Tributary and Fifth Street Trail Drainage Improvements Project. The contract amount is $1,396,501.10, plus staff requests a 10% Town-managed contingency in the amount of $139,650.11, for a total project authorization of $1,536,151.21. This project will be funded through the Stormwater Fund and Water Fund, and is located along Oakwood Drive and Oakwood Court north of Fifth Street (see Attachment B). This project will install storm drainage and water utility improvements within the Parkview Tributary drainageway and adjacent residential neighborhood. The project is scheduled to be completed by November 2021.
Notification and Outreach Efforts
The majority of proposed improvements will be constructed within Town owned Right-of-Way and easements, with a small portion of the storm sewer improvements being constructed on private property within drainage easements acquired by the Town. Property owners will be notified in advance of the start of construction and informed of the project’s scope and duration. Fifteen (15) water service connections to private residences will be replaced. Property owners will receive advanced notice of any service disruptions necessary that will generally last less than a day. Temporary traffic modifications (lane closures, parking restrictions) and construction noise during normal working hours will occur during the project’s duration.
History of Past Town Council, Boards & Commissions, or Other Discussions
This item was presented to the Castle Rock Water Commission on March 24, 2021 and the Commission voted 6-0 to recommend approval to Town Council.
Discussion
The project will implement Stormwater Master Plan improvements along Parkview Tributary in the Oakwood Park neighborhood and improve trail drainage along 5th Street for adjacent residential properties. The primary objectives of this project are; eliminate the concrete lined channel that runs through multiple residential properties and replace with a storm sewer pipe that reduces the risk of flood hazards and accounts for ultimate build-out of the watershed; remove storm sewer from private property and relocate to Town Right-of-Way where possible; and install a drainage collection system along Fifth Street to reduce flood risk on adjacent residential properties. In addition, aging water distribution mains under Oakwood Drive will be replaced to take advantage of the pavement replacement required for the storm drainage construction. The storm sewer system will consist of 903 linear feet of reinforced concrete pipe, 328 linear feet of plastic pipe, 11 inlets and 9 manholes. Street and sidewalk improvements will support the storm drainage system and improve pedestrian safety.
Water and sanitary sewer system improvements include replacement of 604 linear feet of water mains with polyvinyl chloride pipe along with associated service connections. Additionally, residential sanitary sewer services and 2 new fire hydrants will be installed within the project limits.
The Town solicited construction bids via Rocky Mountain BidNet. Bids were received from six (6) contractors and are shown below:

RME LTD., LLC is the confirmed lowest bidder, and has demonstrated that they are qualified to perform the proposed work under the contract, having successfully constructed previous similar projects for the Town and other local clients.
Subsequent to the bid opening, Castle Rock Water staff determined that an immediate extension of the proposed water main replacement on Oakwood Drive would be in the Town’s best interest due to ongoing maintenance issues with aging pipes in this neighborhood. RME LTD., LLC has agreed to include the additional scope of work at bid unit costs, resulting in an increase to their bid of $138,765.25 for a new total bid of $1,396,501.10
Budget Impact
This project will be funded by Castle Rock Water through the Stormwater Enterprise, Water Enterprise and Wastewater Enterprise capital accounts shown below. A budget transfer is needed within the Stormwater and Water capital funds to cover this contract.
