Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grants account in the General Fund. The Town disburses funds for the grants quarterly in $2,000 increments to non-profit organizations within the Castle Rock community. Individual grants cap at $500 per request. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility, and presents the grant requests to Town Council.
Qualified applications received for the First Quarter CCGP (Attachment A):
This memo intends to present three application to Council for consideration and approval.
Discussion
The General Fund acts as the source of monies for the Council Community Grant Program. Specific non-profit organizations for community-based projects receive CCGP funds. Organizations may apply on an as-needed basis, and staff reviews applications quarterly.
Eligible project areas for CCGP include projects that contribute to Castle Rock’s “quality of life” with special emphasis on programs and activities for:
• Youth
• Seniors
• Community based environmental and sustainability
• Community based performing and visual arts
Qualifying applications not approved in the previous quarter would remain eligible for approval upon resubmission by the applicant, if the request remains valid upon the next quarterly review.
Attachment B lists and the amounts awarded for the 2018-2020 Council Community Grant Program.
Brief Overview of Application - Staff requested follow up information to applications that specifies how funds will benefit Castle Rock residents (Attachment A):
Castle Rock Orchestra, $500 - The Orchestra requests funds to purchase music for its 14th Season. The group, more than half residing in Castle Rock, practices and conducts all concerts at a venue in Town. The concert season covers fall through spring and is well-attended by Castle Rock residents.
Castle View Gridiron Club, $500 - The Club requests funds to improve youth equipment, such as football tackle pads, reducing the cost of participation for Castle Rock youth. The Club’s efforts include ways to improve the Castle Rock community. The group has partnered with other organizations to raise funds for people in need. In addition, they have developed the Man Builder Program, a guest speaker program to inspire Castle Rock youth.
Lady Trailblazer Inc., $500 - The organization requests funds to support programming and administrative costs of Girls’ Persist summer program for adolescent girls. The program builds problem-solving and leadership development skills in a positive, consistent and nurturing environment. The organization has partnered with the Town, Castle Rock schools, local businesses, and college students to provide an enriching and meaningful experience.
Budget Considerations
The 2021 budget includes $8,000, $2,000 available for each quarter, in the Town Council Non-profit Grants account in the General Fund for the 2021 Council Community Grant Program.
Staff Recommendation
Staff recommends that Council approve the following award for the non-profit organization presented in this grant cycle.
Castle Rock Orchestra $500
Castle View Gridiron Club $500
Lady Trailblazer Inc. $500
