Executive Summary
Maintaining the Town’s pavement markings is important for public safety and the transportation network throughout the Town. This project is the annual Pavement Marking Maintenance Program for the Town’s street system and is intended to preserve the Town’s pavement markings both for long line and signalized intersections. Re-application and maintenance work is necessary to extend the lifespan of the markings at the lowest lifecycle cost. As the pavement markings reach the end of their lifespan, they are replaced to maintain the visibility of the lines for the safety of all users within the transportation network. The Pavement Marking Maintenance program meet the Town’s Vision Statement goals of:
• Providing outstanding community services including police, fire, emergency medical, parks, recreation, water and transportation.
• Ensure a Town government accountable for its vision, mission and values.
Maintenance work generally consists of re-application of markings, grinding, thermo plastic installation and the installation of new pavement markings. Pavement marking maintenance work will be performed at various locations around Town with a focus on long lines on collector and arterial roadways as well as stop bars, crosswalks and arrows at signalized intersections. There are two rounds of striping, with the first round occurring in the Spring and the second occurring in the Fall. The first round incorporates the re-application of markings to all long lines and markings at signalized intersections. The second round allows for identified necessary secondary applications and for locations that were put on hold due to other treatments being conducted on the roadway to receive their first re-application before their life span is reached. (Pavement Maintenance Program or Capital Improvement Projects). These two rounds of maintenance allows for responsible planning, coordination and budget management. All maintenance activities are summarized on the 2021 Pavement Marking Maintenance map (Attachment B).
The purpose of this memo is to request a recommendation of approval for the renewal of the contract with Colorado Barricade, and the allocation of funds to maintain the Town’s pavement markings. Colorado Barricade provided the lowest bid overall in 2020. The original agreement allowed for two renewals, so 2021 is an agreement renewal year.
Discussion
In January 2020, staff released a request for proposals to obtain a new contractor to complete the Town’s pavement marking maintenance. Three responses were received from qualified contractors. The following provides a summary of the pricing received in each contractor’s proposal.

Based on the proposals received, staff recommended an agreement for equipment and services between the Town and Colorado Barricade. This agreement with Colorado Barricade had a “not to exceed” price of $245,000 per year. There is a possibility for two additional annual renewals under the original agreement.
For 2021 staff is recommending to renew the agreement with Colorado Barriade for the long line striping and signalized intersection markings with their 2021 renewal rates. The estimated overall cost for the 2021 pavement marking maintenance with the provided renewal rates from Colorado Barricade is $297,150. This full cost is if the contractor paints all long lines in Town once, plus a secondary round of long line painting in the Fall following the Public Work’s Asset Management Plan. Through partnership with the Pavement Maintenance Program (PMP), their contract covers restriping on all roads that are improved within the PMP year where striping is removed. Therefore, this agreement for maintenance striping will not exceed $290,000 for the Town in 2021.
Budget Impact
The Town’s Pavement Marking Maintenance Program was funded at $245,000 for the last several years including 2021 (Account No. 120-3120-431.40-35). However, due to new developments (commercial and residential), capital improvement to maintain the Transportation Master Plan, and addressing safety issues, the amount of marking square footage has significantly increased. Due to this the need of the Pavement Marking Maintenance Program budget is expected to exceed $250,000 this year. In order to maintain the level of service identified in the asset management plan for pavement markings, a budget amendment request of $45,000 will be made for the 1st quarter of 2021. With the anticipated approval of an additional $45,000 to this program budget, the total budget would be $290,000 for 2021.
Staff Recommendation
Staff recommends approval of the attached resolution to renew the agreement with Colorado Barricade for the maintenance of the Town’s 2021 Pavement Marking Maintenance Program.
