Executive Summary
For over a decade, the Town has participated in Douglas County Art Encounters. This program provides rotating art exhibits to the residents of Douglas County in various media and styles. Displayed in highly visible areas in Castle Rock, Highlands Ranch, Lone Tree, Parker and Roxborough, new sculptures are installed each year to promote public interest in art, develop community pride, foster community character and draw visitors to retail and civic areas.
Attached are the submissions received for the 2021-2022 program. Staff recommends that the Commission review and rank their selections, as well as advise on the total number of sculptures to be selected for participation. Appointed Representative Stephanie Brueggemann and Staff Liaison Maia Aman will attend a selection meeting of the Public Art Advisory Committee on Wednesday, March 3 with the ranking.
Budget Impact
The Commission typically selects four to six sculptures and each artist is paid an $800 stipend ($3,200-$4,800). Other program costs include contributions towards the Judge’s and People’s choice awards, as well as brochures and plaques, which may cost an additional and approximate $800.
Locations
Please see Attachment B for a map of locations. Locations typically used for installations include:
- Miller Activity Complex (pedestal)
- Festival Park (pedestal)
- Triangle Park (small concrete pad)
- Metzler Ranch Community Park (concrete pad)
- Bison Park (concrete area at Pavilion)
- Castle Rock History Museum (small concrete pad)
- East Plum Creek Trail near Meadows Parkway (small concrete pad)
- Third and Perry roundabout (small concrete pad)
The following location have been used but are not recommended in 2021 due to planned or potential construction/renovation work:
- East Plum Creek Parkway and Gilbert Street intersection (concrete pedestal)
- Town Hall (pedestal)
- Butterfield Crossing Park (pedestal)
- Mitchell Gulch Park (concrete pad)
Additional smaller pads may also be poured on Town-owned property at new locations as directed by the Commission, pending the approval of Town staff. Existing concrete areas may also be utilized, such as the pavilion area at Bison Park or the playground area at Metzler Ranch Community Park.
