Executive Summary
Castle Rock Water is seeking Town Council approval of a resolution approving a construction contract (Attachment A) with 53 Corporation, LLC (53 Corp.) for the Tank 3 Drain Line Project. This project will relocate the overflow drain discharge location from the west side of the butte to the northeast side. The existing discharge location is located at the edge of the butte, above several residential homes (Attachment B). This project consists of constructing a gravity storm sewer that will convey the flows to the east. The project will also include a new tank by-pass water main. 53 Corp. submitted the lowest responsive bid for a total construction cost of $387,455. Staff also requests approval for a 10% Town-managed contingency of $38,745, for a total project authorization of $426,200 (Exhibit 1).

This item was presented to the Castle Rock Water Commission on January 27, 2021. The Commission voted 6 to 0 to recommend Council approval of the resolution.
Discussion
Tank 3 is located on the butte south of 5th Street, just east of downtown Castle Rock. The tank was constructed in 1969 and the overflow discharge line was constructed to discharge to grade on the southwest side of the tank. When the tank overflows, the discharge will flow down the slope towards Tacker Court. In the last few years, several new residential homes have been built on the east side of Tacker Court. Overflow discharge flows will now flow into the back yard of these residential homes.
This project will construct a new gravity storm sewer that will direct the flows towards the northeast side of the butte. The flows will be discharged into an existing drainage that will not impact local properties. This project will also include a new tank by-pass pressure main. This will allow the residents located along reservoir road to have a looped water distribution system when the tank is off-line for maintenance. The new main will include a new pressure relief valve to protect the system from overpressure events during tank maintenance.
The request for bids for the project was sent to six qualified contractors. Bids were received from three contractors, as summarized in the table below. The Engineer’s estimate was $524,465. The low bid was received by 53 Corp. and is considered a responsive bid.

Budget Impact
Funding for this project is available in the approved 2021 Budget. The project will be funded from the Tank Rehab and Replacement Account (Account No. 210-4275-442-75-33). 53 Corp.’s bid is $387,455. Staff requests an additional $38,745 (Town-managed 10% contingency) be authorized for a total project authorization of $426,200.
