Executive Summary

 

Staff provided an overview of recent efforts related to the Town’s Noxious Weed Management Plan at the January 19, 2021 Town Council meeting. The staff report from this meeting is included in ATTACHMENT A for reference. As noted in this report, establishment of a Noxious Weed Advisory Board is required by the Colorado Noxious Weed Act. Accordingly, staff is seeking Town Council approval of a resolution expanding the role of the Parks & Recreation Commission to include necessary duties of a Weed Advisory Board.

 

Discussion

 

The Colorado Noxious Weed Act includes certain items that are required for municipalities, including establishment of a Noxious Weed Advisory Board. At the January 19, 2021 meeting, staff noted a plan to expand the role of the existing Parks & Recreation Commission to serve in this capacity. Staff also presented an overview of the Colorado Noxious Weed Act and necessary Town actions to the Parks & Recreation Commission on January 20, 2021. The Commission provided suggestions to staff related to managing noxious weeds and also asked questions about the role of the Noxious Weed Advisory Board and expertise required. Since there were no objections to expanding the role of the Parks & Recreation Commission to serve in this capacity, staff has prepared the attached resolution for Town Council consideration (ATTACHMENT B).

 

The Town’s Noxious Weed Advisory Board will review the Draft Noxious Weed Management Plan and, upon completion, will provide a recommendation for approval by Town Council at a future meeting. The Board is required to meet at least once every three years, review the management plan at regular intervals and will advise on future changes to noxious weed management in Castle Rock and other related items as they may arise.

 

Staff Recommendation

 

Staff recommends approval of the resolution to expand the role of the Parks & Recreation Commission to serve as the Town’s Noxious Weed Advisory Board in accordance with the Colorado Noxious Weed Act.
