Resolution Approving a Purchase Agreement with Boise Mobile Equipment for Two (2) Type 6 Brush Trucks

Executive Summary
As part of the department’s fleet replacement program, two of our brush trucks, both Type 6, are scheduled for replacement. One was deferred from replacement in 2020 due to COVID, and the other is scheduled for replacement this year. The department worked with Finance and Fleet to obtain a specification and quote for two (2) 2021 Boise Mobile Equipment type 6 brush trucks through the Houston Galveston Area Council cooperative purchasing group. Fleet has sufficient funds to purchase these replacement brush trucks, and since the cost is over $250,000.00, we are seeking Council approval to move forward with the purchase.

Council has previously approved such purchases of fire department vehicles over $250,000.00.
Discussion
The department contributes money on an annual basis to the fleet replacement fund so that we are able to replace our apparatus without having to incur debt. The entire department fleet is on a standardized replacement schedule, and these brush trucks are due for replacement in 2021. One was planned to be replaced last year, but the purchase was deferred when the Town suspended all non-essential purchases.
A type 6 brush truck is a smaller apparatus typically mounted on a standard 4x4 truck chassis and carries less water, hose, and tools than our larger type 3 brush trucks. This type of truck can operate from either a roadway or in the field, and is designed to be more agile to provide initial attack on any wildland fire. The department currently has four of these types of trucks located at Station 152 (Crystal Valley), Station 153 (Founders Village), Station 154 (Meadows), and one in reserve.
The department has received prior approval from both Finance and Fleet to ensure that all purchasing requirements were met through the Houston Galveston Area Council (HGAC) cooperative purchasing group. A specification and quote was obtained from Boise Mobile Equipment for these type 6 brush trucks, and the department is ready to move forward with this purchase.
While already conceptually approved in the fleet replacement fund for 2021, the department is seeking formal Council approval as the expenditure exceeds the $250,000.00 signing limit of the Town Manager.
Budget Impact
The current budgeted replacement amount in the fleet fund is $216,900.00 for each truck.
The quote from Boise Mobile Equipment for each truck is $216,00.00 for a total of $432,000.00. As there is the possibility of change orders during the construction process, we are adding in fifteen percent contingency, or $64,800.00, but all efforts will be made to not use these contingency funds. This puts the maximum cost for each truck at $248,400.00, for a not to exceed total of $496,800.00.
This cost is part of the annual vehicle replacement program in which the department has previously contributed money to ensure that funding is available for replacement of these brush trucks. Funding has been approved as part of the overall 2021 budget.
Staff Recommendation
Staff recommends approval of the purchase agreement and expenditure of funds for a total cost of $496,800.00.
