Pacific Coast Conservation: Collection Assessment and Maintenance Plan

Executive Summary
As stewards of public art in Castle Rock, the Public Art Commission is responsible for ensuring the legacy of its art collection. Goal six of the Public Art Plan is to, “Take care of the public art collection by developing a maintenance and conservation policy,” and can be reviewed in Attachment A.
The action steps identified within the plan to accomplish this goal include creating a maintenance and conservation policy, creating a master inventory, conducting an art condition assessment, developing a 5-to-10-year maintenance plan and submitting the condition assessment report and plan to Town Council if deemed appropriate.
At its September meeting, the Commission reviewed a draft Request for Proposals (RFP) for a condition assessment and maintenance plan. The RFP submissions were reviewed in October and Pacific Coast Conservation (PCC) was awarded the project. PCC will attend the Commission’s January meeting to review the project as well as the assessment logistics.
The physical assessment of the public art inventory will begin the week of January 18, 2021. PCC has provided a condition assessment form (Attachment C) for the Commission’s review as this is the template they plan to use for their evaluations.
Once the assessments are complete, PCC will complete and submit a draft report, including survey results, photographs and recommendations for routine maintenance and treatment. The report will also provide cost estimates for recommend work. PCC will then present these finding to the Commission on March 11, 2021. Any feedback provided from this meeting will be incorporated into a final report/plan, which they plan to submit by March 31, 2021.
Budget Impact
The Town of Castle Rock will pay PCC $7,625 for the assessment and maintenance plan/report. Public Art Expenditures are charged to the Public Art Fund.
