Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract (Exhibit 1) to T. Lowell Construction, Inc., for the Village North Drainage & Infrastructure Improvements Project. The contract amount is $1,545,000, plus staff requests a 10% Town-managed contingency in the amount of $154,500, for a total project authorization of $1,699,500. This project will be funded through the Stormwater Fund and the Wastewater Fund, and is located along Park St., Malibu St. and Caprice Dr. within the Village North business and commercial district (see Attachment B). This project will install a new storm drainage system to prevent localized street and private property flooding, modify an existing detention pond to store additional volume for flood control and water quality, and replace existing sanitary sewer mains that are undersized and in poor condition. The project is scheduled to be completed by September 2021.
Notification and Outreach Efforts
All improvements will be constructed within Town owned Right-of-Way and property. Property and business owners will be notified in advance of the start of construction and informed of the project’s scope and duration. Twelve (12) sanitary sewer service connections to businesses will be replaced. Businesses will receive advanced notice of any service disruptions necessary and will generally last less than a day. Temporary traffic modifications (lane closures, parking restrictions) and construction noise during normal working hours will occur during the project’s duration.

Discussion
This project is intended to improve storm, sanitary and street infrastructure within the Village North area, north of Wolfensberger Road and east of the BNSF railroad tracks. Castle Rock Water identified a need to install new storm sewers to address localized flooding along Park Street and Caprice Drive, and to provide additional detention volume in the existing Parks Department Central Service Center pond for flood control and water quality. The storm sewer system will consist of 1,600 linear feet of reinforced concrete pipe, 10 inlets and 9 manholes. Street section improvements will support the storm drainage system. The modified detention pond will treat approximately 24 acres of commercial/industrial area at a volume of approximately 4 acre-feet. Future infill development will have the option to purchase volume in the regional pond to help offset the cost of the detention pond expansion.
The existing sanitary sewer main through this area is old, undersized, and portions are located within easements on private property with poor accessibility. The existing 15” clay sanitary sewer main contains sags, and will be relocated into Town right-of-way and replaced with 1,172 linear feet of 21” PVC pipe to account for full-buildout condition.
The Town solicited construction bids via Rocky Mountain BidNet. Bids were received from ten (10) contractors and are shown below:

T. Lowell Construction, Inc. is the confirmed lowest bidder, and has demonstrated that they are qualified to perform the proposed work under the contract, having successfully constructed previous projects for the Town.
Budget Impact
This project will be funded by Castle Rock Water through the Stormwater Enterprise and Wastewater Enterprise capital accounts shown below. This is a legacy project under the stormwater bank loan.
