Resolution Authorizing Boards and Commissions’ Use of Town Council Electronic Participation, Connected and Hybrid Meeting Policy

Executive Summary
Town Council in April authorized by resolution Town boards and commissions’ use of the protocols that had been put in place in March for holding and attending Town Council meetings virtually. That authorization did not have an expiration but did require the Mayor’s approval for certain boards and commissions’ use of the protocols. Approval for all other boards and commissions to use the protocols could be granted by the Town Manager.
Since April, staff’s assessment of the necessary approvals has evolved. Staff now believes it appropriate for the Town Manager to authorize any board or commission to use the remote meeting protocols. The resolution presented herein (Attachment A) would update the current resolution to allow the Town Manager to authorize the use of remote meeting protocols for all Town boards and commissions through June 30, 2021. If it appears remote meeting protocols may be preferable for Town boards and commissions beyond that time, staff would bring back another resolution to extend this timeframe.
The policy that will be applied in these instances is included herein (Attachment B) for Council’s reference. This policy has been used since April to successfully hold remote board and commission meetings as authorized.
